I made the decision to ignore him and come up with my own background story as it seemed to make it too generic, since they meant for the Romulan story to be single player instead of a broad range of players contributing. and not everyone can have him/want him on their ship.
A brief description of My character is that was born on Romulus Decades before the disaster, and has served in the Star navy fighting the Tal'shiar and defending the Empires territory.

However, nowadays, now that she's resumed the mantle and responsibilities of a Romulan military officer as she was before Hobus, tr'Khev is solely her chief of security and unofficial chief intelligence officer (because he has a number of useful contacts on both sides of the law from his time as a sheriff on Hfihar). Her subordinate, not her friend. He's still the only member of her crew from whom she'll tolerate being addressed as "Morgan" (a childhood nickname via a Federation ambassador's daughter), but he dislikes that she doesn't call him "Tovan" anymore.

My Tovan is not a young man (yeah, I changed his looks to mature, and removed the tattoo ). When Karameth, a young warrior with merely a few months of service before the homeworld was gone, finally tried to settle on the colony, the experienced in ground peace force service Tovan helped her to adapt, and gave her a job. They're not exactly BBFs, but they have a good relationship of respect.
Now he serves more as her advisor and intelligence officer, not having any official position on the ship.
Unlike most of you, my captain on the Republic side is a Reman woman; she goes by the name Shalrak. Being a Reman, she is very much in the minority on Virinat, and the scars of slavery and racism still run deep. When her ship was forced to land in the Virinat system, she initially intended to move on to Crateris to be with her own people, as the local colonists were cold at best, harsh and unwelcoming if not outright threatening, at the worst.
The person who made the difference was a young man named Tovan tr'Khev. As opposed to the way his background is described in the official blog, when his parents were alive, they were more urbane, city types with dissident leanings, both traits they passed on to their son in the little time they had with him before Hobus. He's cultured in some ways, to the point of being called "metrosexual" for the meticulous attention he pays to style--his own unique style (he's not telling whether or not his hair color is natural, though it IS naturally that long)--but at the same time he is brash, impulsive, not always forward-thinking, and sometimes offensive in what he says to others.
Social boundaries mean little to him, and that's both his blessing and his curse. He didn't care what anyone thought of his associating with a Reman woman, not even when the "race-traitor" slurs and sexual innuendoes started from the less tolerant among the colonists. Truthfully, he probably cares more about being seen to be badly dressed, than any of the judgmental garbage the more narrow-minded have for him about his associations.
Shalrak realizes that even though he's young, reckless, and rough around the edges in some social respects, Tovan tr'Khev is a true friend, and even when he's wrong about something, when you get down to it, he's fiercely loyal to her. His willingness to stand up for her eventually earned a place on Virinat--at first because people didn't want to end up on the wrong end of Tovan's harshly truthful words, his fist, or his sword, but over time, real respect of a sort developed when they were made to step back and realize that she was just as good as any of them.
When they evacuated and Shalrak took command of a ship with Tovan as her second, this brought with it another set of challenges. Some Romulans found it shameful to serve under a Reman, especially a female one at that. Comments they both thought were dead a long time ago returned, and Tovan had to listen to suggestions that he was sleeping with her, and all sorts of other nonsense--but he will not be deterred from staying the course.
Shalrak sometimes gets frustrated with Tovan's rash judgment and inability to maintain military discipline--that said, she also realizes that the "permission to speak freely" ship sailed a long time ago and while she sometimes wishes he'd save it for the ready room, she also knows that neither of them are trained military and they probably never will have that kind of dynamic even though she is now an admiral in the Republic fleet.
Tovan's settled down...some...since they found his sister, but he'll probably always be headstrong--and truth be told, she wouldn't want to change him other than making sure he doesn't *fatally* mouth off at some point. And if she is *really* honest, she's secretly proud of Tovan for having the nerve to rip a tirade on the racist Admiral T'Nae at Khitomer--saying the things she was thinking, but would never have dared, for the sake of diplomacy, to announce out loud in public.
On a personal note, the "archetype" I tend to think of, when I think of my version of Tovan, is a certain brash young fisherman without much in the way of formal education, who could go from bold, brave declarations of faith to saying and doing the most mindbogglingly wrongheaded things almost in the same breath. Deeply loyal when you get down to it, but liable to go the wrong way or forget his priorities in a moment of fear or emotionalism. But, someone who promises over time, and with greater self control (but not TOO much, because he still needs that fearlessness), to become great.
(That would be a young St. Peter, who is recorded in the Bible in an extremely *human* manner as someone extremely headstrong and flawed but with promise.)
Unlike a lot of people, I *liked* Tovan for his imperfections, for lacking military discipline, and TRIBBLE up sometimes in his priorities. It made him seem real to me, and it also made a great deal of sense with my Reman to have this kind of headstrong character who doesn't give a damn what others think, to play off of her. Playing a Reman IMO forces you to really dig into both of their profiles to understand the nature of the relationship and why they trust each other, and makes them both more three-dimensional.

Nero's son who survived the Hobus disaster by way of evacuating Romulus (thanks D'vex and Maiori!) and grew up aboard the ship and later, Virinat. The fact that he eventually sides with the federation becoming an amusing turn of events.
I deem it plausible given the utter chaos post-disaster and that Nero didn't wait around and just went straight after Spock, and that there was apparently a last minute evacuation of romulus with mixed results.
Basically grew up with Tovan, I forget but wasn't he from the T'liss as well?
