.....or should Ultra-Rare be good enough? Such a PITA to make an item *DING!* into Gold IMO, and in some cases, the stats seem a tad inferior to the UR version anyway.
I usually stop at ultra rare. In my opinion the incredibly high amount of ressources (dilithium, tech upgrades) you have to invest to get it to epic quality isn't worth it.
Go for MK 14, any quality crit you gain getting to 14 is bonus and lucky. Going for quality upgrades on most items especially set items are not worth it, the difference is so minimal. The only thing that isn't terrible with quality is spire tact consoles which usually upgrade quality after only a few tries(exceptions may occur). Weapons do get a significant bonus from mk12 to mk14 but only alight difference is you upgrade quality.
personally for basic drops I don't worry too much about quality as long as something is rare or above and at least mk12, if I happen to get a mk12 v.rare I can slot in place or a rare I will but other then that no.
if im upgrading I am quite happy to get the same quality I started with, if I start with a mk12 v.rare and end up with a mk14 v.rare that's fine, if I happen to get a booste to ultra that's just a nice bonus but I don't carry on after mk14 v.rare by playing the quality lotto.
for the difference its just not worth the dilithium.

Exactly my philosophy as well. I never go for gold, if it happens then bonus.. but I honestly don't care.
Majority of the gear on my main is Mk XIV Ultra Rare, a few are Very Rare. I have absolutely no intention of dumping the huge amount of Dilithium it would take to push those UR items to Epic.
For weapons ultra rare Mk XIV is fine for me. But crafting weapons with the mods I want is the tricky part.
For tactical consoles, I do try for epic though. Crafting them is very simple since they have no mods anyway. The only thing to hope for is getting an epic tactical console using one superior tech upgrade and one research boost x1.5. Very rare versions are sold on the Exchange. Ultra rare ones gets put into my inventory in case the epic RNG gods are truly against me.
I only tried a rarity upgrade once. Took my jem'hadar rifle from vr to ur. Had to fill the bucket 4 times before it tripped, I know people have posted about having to do more. Got a critx mod and 10 or 20 more dps.

Unless you have oodles of Dilithium and VR Mats it is not. To XIV I go and let it sit at that. On the very rare occasions that a Rare Console or Item (Lobi or Zefran Cochrane Shotgun, etc.) make it to VR then I'll take it. I think maybe one or two Rep items made it to UR but through no effort of mine.
What I have pursued Quality upgrades on are items that I crafted at Level 2. I apply a quality upgrade (1.5x or 2x) at start that affects it through the five or six levels that one Superior Upgrade Token will provide. I have gotten a decent number of UR from the initial VR creation. Some of my characters have quite few of those Quality or Tech point multipliers in inventory so occasionally I use them but never on items that are already at XI or more.

I got lucky on my main, everthing upgraded to UR by Mk XIV. Couple of my VL' s went to Epic. My Borg space set is setting at UR Mk XIII, will upgrade it sometime, but once I hit XIV I don't put any more resources into things, they stay at whatever quality they are.
