Cross-Faction DOffs for Delta Recruits??

I noticed last night that my Fed Tac Delta Recruit is getting exclusively KDF DOffs (Klingon, Gorn, Orion, Nausican, Lethean) when completing commendation levels. I know that my Romulans have had this for some time (irrespective of alliance). Is this a Delta quirk? I mean, there are no Federation DOffs on offer from the DOff store for my Delta toon when completing the commendation levels. Last time I checked, the factions still had to stay within faction when buying DOffs on the exchange... :confused:

    My Fed and Fed allied Roms are getting KDF Entertainment Holograms that are useless to me.

    If the commendation is "Diplomacy", it's normal to only have opposite-faction Doffs.

    One of my characters only gets Orion females...
    Quite... interesting...
