The shield's ability "Hot Restart" appears to trigger while/from being cloaked.

Cloaking will disable shield power; Hot Restart will momentarily bring shields back online(while still cloaked); Cloaking will re-disable shield power; rinse, repeat.

This causes shields to flicker and the 'pulse' animation of the proc to occur seemingly every 'tick' while cloaked.

Oh, THAT'S what that is. Confirmed with a Fed Sci, Eclipse Intel Cruiser, Solanae Sphere (Allied and Contested).

I noticed a visual on the nacelles while cloaked but I didn't realize this is what it was, only that it was tied to the shield. Affects my Fed Rom's D'khellra, too.
