Way back when this game originally launched, a player that created a KDF character would receive three BOFFs at character creation: Talash, Gorn Tactical Officer; M'Rel, Klingon Engineer; and Laska, Klingon Science Officer. I propose that they become altenative choices to the BOFFs we are currently railroaded into picking when completing the early KDF missions.
Talash the Gorn Tactical officer could be added as an optional reward for completion of the missions "Duties of Command", "The Hunt is On", "Space Chase", or "Manhunt"
M'Rel the Klingon Engineer could be added to "Space Chase, "Manhunt", "Bringing Down the House", or "The House Always Wins".
Laska, the Klingon Science Officer could be added to "Manhunt", "Bringing Down the House", or "The House Always Wins"
If M'Rel and Laska are both added to "Bringing Down the House", it can be explained that those two are also members of the House of Martok, as is the case for the Female Klingon Tactical officer.
If M'Rel and Laska are added to either "Manhunt" or "The House Always Wins", then it could be explained that they were retainers for the House of Torg who have become disgusted and disillusioned, and wish to restore their dishonor by serving the player captain.
Talash's backstory could be that he was a guard at the exchange, and wishes to join the player after the incident in "Duties of Command", or is one of the Warden's guards after "Space Chace". If added as a reward for "Manhunt", he was a member of the garrison but wants to serve under a more worthy commander.

They could do like some of the Fed missions and just have the boffs as a reward and not bother writing a story.
But... they're not that special. No more than Corspa/Shelana/Nesza was from the old Fed tutorial.
