I know that you don't have to complete ALL of the episodes in a story arc to count as a Completed Arc in the Delta tally. Which ones are essential to unlock that Arc and collect the rewards?

For example, I think doing just "House on Fire" and "Alpha" unlocks the Vilgilance arc.

As far as I have experienced, you do have to complete every episode in an arc. If there are any exceptions then it is likely a bug.

If you complete the arc, Klingon, Cardassian etc, you unlock a reward. I've just complete all 40 of the tasks...and now I don't actually know what's so special about having done so. A few marks, gear I won't keep and nothing else special. Also, I thought there was supposed to be some account-wide unlock or treat?

If you had read the info you would know your non recruits need to go to the temporal agent on ESD, Qo'nos, or the flotilla to claim the account rewards...

Flotilla? Shouldn't the Roms be able to go to New Romulus by now? They're not homeless anymore.

The Temporal person is always within spitting distance of where you go to end your tutorial phase and begin your regular story phase, so Rom one is on the Flotilla, near D'Tan.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

I am just about complete with all tasks for my first Delta. Thinking about starting a second one.
Just wondering if grinding a second one will make all rewards claimed account wide ,unlockable again.
They don't call it "The Cardassian struggle" for nothing. Not sure I want to grind another Alt through that again.

Nah. they're probably planning to blow up the new Romulan home world and don't want to bother moving the NPC...

I would assume the first and last missions are the only ones you need to explicitly complete. These are the only missions I know of in any arc that cannot be skipped.

yes you have to complete all the missions up till you receive the mission "Sphere of Influence" so you don't need to play the dyson sphere episodes or the delta episodes.
if you skip even 1 mission it will not count and you will not get the rewards till you go back and do it, no short cuts in this event.

you need to go to the temporal agents for each faction to claim the account rewards, the one on earth space dock in the command centre for feds and fed/roms, the one in first city in the great hall for kdfs and kdf/roms, and you can go to the one on the rom flotilla for fed/roms & kdf/roms.
the account wide rewards do not unlock until newer characters reach the respective levels and delta characters cannot get account unlock rewards only non delta characters.
the account wide rewards cannot be claimed until the delta character has claimed the respective reward via the delta interface.

btw you for forgot to mention the 50k+ dilithium you earn in rewards along the way plus of course the 50k fleet and 10k reputation refined dilithium tokens you get as well, not bad for a week or twos play.

When I think about everything we've been through together,

maybe it's not the destination that matters, maybe it's the journey,

and if that journey takes a little longer,

so we can do something we all believe in,

I can't think of any place I'd rather be or any people I'd rather be with.

The account wide stuff can only be unlocked once, however there are arc rewards that are unique to the various factions (generally the early mission arcs). So if you start up another Delta Recruit make it one from a different faction to maximize rewards.

you can get some rewards for each faction. then a reward for having all 3 finish the DR missions. but I did get some all faction complete rewards with only a fed toon finished and half way with my Klingon toon.

Well, nothing that special - which would have annoyed those not taking part with unspecial alts even more. The event was mostly advertised as an easier and quicker way to level your toon into a somewhat competitive range with the old guys, and that it does up to a point.
