The Gorn-danged tailgun sits there, so one would have to consider a phaser build to want it.
It's pretty decent and can do a lot of damage, and phaser builds aren't that bad
If you have the Fleet Patrol Escort Refit, then you already have the best T5-U Escort in the game. The Lt. Commander Universal makes it one of the most versatile ships in the game. It also has a console layout that lets you dish it out and take it too.
As for the Tailgun, yes it's fused.. but it's a free weapon. No escort currently has 4 aft weapons, if the Tempest Tail Gun were removed, you wouldn't get a free slot instead, you would just be left with the standard 4/3 layout. Yes, it's Phaser, but so is the Saturation Bomb, so it definitely benefits the ship to go Phaser. Still, it's not required.
To me, the Tactical Escort (Defiant) is just a run of the mill glass cannon that offers nothing special at all. The Defiant was rendered obsolete by the Phantom, the Patrol Refit still has a very strong place in the game.
The Patrol Escort's still an outstanding Escort. The idea of that Rear Facing Dual Cannon is one of the D*U*M*B*E*ST things ever implemented in STO. Not "Dumb" as in overpowered, or "meh," or disappointing. That weapoon's basic idea and implementation is beyond stupid.
Even worse are the players that keep the TRIBBLE-end of that high powered escort facing the enemy as long as possible while their powerful forward weapons are sitting there useless. All to keep that pathetic rear facing dual cannon firing.
If that thing was something like a turret, heavy turret, or omni-beam, maybe we got something. But as it stands now, it's utterly worthless, even on a Phaser build.
In the name of Da Sisko, please, just pretend it doesn't exist.

Best thing to do right there. Just pretend it's not there, any damage it actually deals is just a bonus. It might get off a few shots on strafing runs, otherwise, just pretend it's not there.
The tailgun is the tradeoff for even having 8 weapons on an escort and also having the god-mode Saturation bomb console.
Exactly, it's the only 'downside' to that ship and it's certainly not much of a negative. Since every other escort is 4/3 at best all the Tail gun amounts to is a very very small bonus that hardly does anything. The only reason it's not completely horrible is because it's an 'extra' weapon. If it was a 4/3 with the fused gun leaving you only 2 aft slots then it would be absolutely ridiculous.
Easy way to make the tail gun more relevant, all the devs have to do is program it to fire at any target behind you, independent of what your other weapons are shooting at. Basically give it fire at will.
I mean, that's how tail guns are meant to work in the real world ...

It happened a lot when the Tempest first came out. I remember politely nudging a friend of mine to stop doing that. Even as a hardcore KDF player that I was, I couldn't stand seeing that Escort used like that. He had that sucker outfitted with BO3, APO, CRF. Typical, hard hitting Escort fare. He'd do an attack run with those forward weapons blazing, then on the turn around, he'd slow down and take like a damn minute firing that stupid rear dual cannon on the target instead of using those powerful forward weapons.
I'm sure you can dig up threads about that weapon when the Tempest came out. There were LOTS of people on this board thinking it would be the bestest thing evar. Because a Dual Cannon is stronger than a Turret!!!!! Technically it is but the narrow firing arc of a rear facing weapon on a nimble ship is pointless. A nimble ship like an Escort should be turning those forward weapons to the enemy. Whether you do the Park & Shoot or do actual strafing runs, you want the forward weapons smashing them.
And even if you turned the Tempest into a Beamboat, you're presenting Broadsides. That aft dual cannon is still useless.
We even had guys trying to say that it was a deterrent for Klingons chasing the Escort in PVP. That was the best one, IMO, because it's so ridiculously stupid. If I was chasing your Tempest down from behind and you want to keep the aft end of your ship pointed at me, I would be more than happy. Because while you're plinking away with some turrets, a KCB, maybe a Aft Beam Array, with that 1 plinky Dual Cannon, I'd have 4-5 heavy weapons from my front setup with a few aft weapons supporting TRIBBLE you from behind. All while the Tempest player is keeping his powerful forward weapons facing away from the enemy.
In all aspects of the game, PVE, PVP, the aft phaser dual cannon is just a complete fail.
Like previous posters have said, it is a bonus, and removing it will only return the ship to a 4/3 layout. The 4th aft slot for an escort is never going to happen. Yes, as others have said, it is a freebee you can just ignore if you choose not to use phasers. If you do use phasers.....
