I want to get this ship for my new klink character as I love the look of it as well as the Negh'var being my favorite Klingon ship. I just have a couple of questions.
1. Can weapons like DHC and Dual Beam Banks fire out of the large cannons underneath it
2. How good is it in PVE as I don't PVP often
3. I have a idea for how I want to build my ship. Now that I know it has a cloak I want to build it as sort of a Cloak up to the enemy de cloak and hit it with a beam overload then survive long enough to take care of the rest of the targets in the area.
Here's what I'm thinking. The Ensign uni would be tac team and the BFAW should be overload 1. Yes I do know that cannons and beams don't always mix well but I want to have that because I feel that is more cannon loadout.
I'm also considering switching out one of the neutroniums for a RCS console but am unsure.

2. Decent, but not top end. Having cooldown reducers for Tac abilities would be very beneficial, particularly on a cannon build, something like either All Hands on Deck Starship Trait (from the Tactical Command Cruiser) on Tac captain for more Tactical Initiative spam or going Aux2Bat + cooldown Technicians. Building for power is very worthwhile with it's console, as you can hit 130 weapons power with it. Still working on my build for it, but it seems to be capable of a decent amount of damage output and a fair bit of tank (helped out with Command BOff Abilities).
I would recommend her, I run her on an engineer where I can keep my power levels up and run it as a beam boat with 2 torps, one fore and one aft.
If the Negh'Var is your favourite ship then you'll won't be disappointed. If it isn't your favourite ship and you have something else that does the job I recommend sticking with that and see what comes next. I got it as I really wanted a change from flying the FT5 Mogh, while I love that ship I really wanted a change and nothing else available interested me. For me she'll do the job until something better comes along.
One thing I did do, was get rid of the console, I had more useful consoles to throw on her. I do miss the 4 tac consoles that the Mogh had.

It indeed can cloak. Both C-Store and T6 Fleet versions. Some people were saying the cloak didn't work but maybe they didn't know how to play.
Maybe they don't know the difference between a normal cloak and a battlecloak?
In the STO playerbase, there is always worse. Far, far worse.

A few things on the trait, however. It's boosted by particle gens and each tier of RSP gives a bigger boost to damage because of its increased duration which allows for more stacks. I get about 10k with rsp1 and about 40k with rsp3
There's also the DOFFs that increases RSP duration. Not to mention A2B lowering the CD of RSP as well as other BOFF abilities. That can mean something for the Iconic ships. I haven't tried it but just thinking about it here and now.
Because as it stands currently, there is no trait that reduces ENG BOFF abilities. Reciprocity is for Feds only and it applies to TAC & Intel. All Hands On Deck applies to Captain and Science BOFF skills. But no trait exists to reduce ENG BOFF ones.
So far seems more yays than nays.
If the Klingon CBCs hadn't been so double-bagger ugly (IMO, mind you), I'd have bought the Ty'Gokor and only felt a little pang of regret at seeing this hit the market. But so far I'm very happy with Negh'Tev.

I held off buying the Command cruisers for the same reason. Plus to get a decent looking ship you'd need to buy the pack, 6,000 Zen vs 2500 (i bought the Negh'Tev when it was on sale). Even with the Negh'Tev in the C-store form not being as good as the command cruisers in performance it was still an easy choice for me.
I didn't want to pay 6000 for just for a single ship with costume parts and I rarely ever use consoles from ships (especially when to get a set bonus I have to run all 3) as I would rather but in more useful fleet consoles.
I don't regret getting the Negh'Tev. If anything I sometimes like a challenge of flying a less capable ship and making it perform almost as well as some of those OP ships flooding the Federation market.
Rally point or artillery support are also nice on global cooldown.
As is rsp of coruse.
You forgot the cost of the hammer to repeatedly whack yourself in the head until the concussions/blurred vision start making the Ty'Gokor look good.
