I get the feeling that to get a Fleet T6 Galaxy, Negh'Var, or Double D players will need to be in a fleet with BOTH a T5 shipyard, and T3 Spire. Knowing our luck, the fleet will also have to have a T3 Embassy AND a T3 Mine.

Those ships already have the fleet T6 version available, and they don't require all that ...
I just double checked in game. Yes, you are correct that they have also released the Fleet T6 Galaxy, Negh'Var, and D'D. All of them require a T4 shipyard. The Arc article didn't mention them. The game wiki doesn't reflect this either.
Their is no Fleet T6 Atrox, Kar'fi, nor Ar'kif. Nor is there a T6 version of the Veteran ship.

The fleet t6 iconic ships are not mentioned in the article because the fleet version of those ships was released on the same day the c-store version was released, as it says in the Q and A at the end of this related blog.
There's also the issue if you bought the fleet version first, there's no discount on the C-store version.
I paid full price for the Fleet Galaxy. When I found out it didn't have saucer separation, I had to buy the C-store version.
The fact that every Galaxy should have saucer separation notwithstanding, there should be a discount on the other if you already bought one; regardless of the order you purchased them in.
Fleet ships should be the best and should have everything the C-store counterpart has and then some.
They're not really gone, as long as we remember them
1. The higher stats and discounted price over the tier 5/6 C-store version of a ship.
2. To own the 'fleet' version of a ship that does NOT have a tier 5/6 version in the C-store and thus you pay the full price.
That is how the game started it off back in season 6. You bought a fleet ship for one of those two reasons, with a semi-third reason being 'a ship that was only in an event, can be bought from the fleet now'. Originally as well, many people bought fleet ships practically the minute they were able to when their fleet, or someone else's fleet unlocked the right tier of shipyard to do so, as a lot of people already owned the tier 5 C-store version (at the time) of whatever ship they wanted to upgrade. I know I did for the Excelsior, the day they finally added that to the fleet ship roster, first thing I did when I logged on was go and buy it.
People knew that's how the fleet ships worked since they started, still do. They've never come with anything else. No traits, no consoles, nothing extra. I admit it would be nice if fleet ships worked like the ship upgrades do now, and be account-based instead of character-based. The reasons above are why people bought fleet ships, and I doubt they will ever change.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.
I must admit, respect points to Trendy for laying down the law like that.

Ok, I believe you are under some misconceptions regarding how good of a deal Fleet ships really are so I'll show you some figures and explain how much Fleet ships are vs. other premium ships, because fleet ships ARE permium ships.
Firstly let's figure out how much a Lobi store ship like the Jem'Hadar Dreadnought is in $$. This ship costs 800 lobi and is T5 (T5-U for free), Lobi is mainly aquired from lockboxes @ 4+ per box, so at 4 Lobi/box you'd need 200 boxes, however, let's assume you're lucky and get 6 Lobi/box (unlikely but let's go with it anyway).
You'd need to open 134 boxes to get your 800 Lobi, which means you'd need 134 keys since Keys do come in 10 packs for a discount lets say you buy 13/10 packs for 14625 zen and 4 keys for 500 zen.
You'd need 15125 zen for your Jem'Hadar Dreadnought or approximately $151.25 USD (if you figure 4 Lobi/box you'd need 200 keys or 22500 Zen ($225.00 USD) if bought in 10-packs)
Now for a Fleet ship, lets say you want a Fleet Andromeda class, that's 5 fleet ship modules @500 zen each, totaling 2500 zen or approximately $25.00 USD
However, the Fleet Andromeda does not have the Trait or console, so you'll need the C-store version to get them, that's 3000 zen, so assuming you bought the Fleet version BEFORE the C-store version and missed out on the discount, youll need 2500z + 3000z = 5500 Zen or $55.00 USD.
With the discount it'd be 3000z + 500 (1 module) = 3500z or $35.00 USD.
Let's go one step further and say you want the full 3-piece set for your fleet Andromeda:
1500z T4 Galaxy
2000z T5 Galaxy
3000z T6 Andromeda
+2500z Fleet ship module x5
=9000z
So assuming you don't get the ship module discount (which would reduce the # of modules needed by 4/2000 zen) you'll be paying 9000 Zen or $90.00 USD (7000 Zen or $70.00 with the discount).
So, $90.00 or between $151.25 - $225.00, and this is a T5-U Lobi ship with only 1 of it's console set, a T6 Lobi ship costs 900 Lobi instead of 800, and still only comes with one console.
According to these figures Fleet ships are a good deal, when compared with other premium ships, even taking into consideration the other extras you'd need to get the full sets.

Hmmm. The phrase "Caveat Emptor" springs to mind. I think the original idea is that Cryptic did not want to undermine C-store sales (after all, 4 FSMs is the same as most T5 ships) and so left the non-Fleet versions with consoles or traits.
OTOH the discount on Fleet versions means that you basically never lose out by buying a non-Fleet ship from the C store. If /when a Fleet version appears you get it at a massive discount.
Otherwise, Cryptic would incentivise players not to buy the basic version.
IMO it's actually one of the fairer aspects of their system - you never end up paying twice for a ship.
1. The higher stats and discounted price over the tier 5/6 C-store version of a ship.
2. To own the 'fleet' version of a ship that does NOT have a tier 5/6 version in the C-store and thus you pay the full price.

That was the case for me when it came to my Legacy Fleet Partol Escort. I didn't regret it then, and I still don't regret it. While it would be nice to have the tempest tail gun with that legacy BOFF layout, that is the price to pay for having an unusual ship.
Comments
Just to compare:
Fleet T5 Intrepid: T5 Shipyard
Fleet T5 Galaxy: T4 Shipyard
Fleet T5 Negh'Var: T4 Shipyard
Fleet T5 D'Deridex: T4 Shipyard
Fleet T5 Veteran Ship: T2 Spire
Fleet T5 Kar'fi, Atrox, or A'Kir: T3 Spire
Those ships already have the fleet T6 version available, and they don't require all that ...
You could just think of it this way. There's always a bigger fish.
