Mission: Taris and Romulan Delta Recruits

I have a Rommie Delta and was noticing my next Iconian tech was on a mission named Taris. I looked all through my episode list knowing that its there somewhere but could not find it. Logged onto my Fed and poof there it is. My question is, if this is a fed only mission how am I to complete my Delta intels having one on a mission I can not get?
