Indeed. I never understood the mechanic behind it. I have all Romulans and Remans. And Worked up a very nice Reman Shocktrooper uniform using the Reman Neutral, Kobali armor, and the Vaadwaur gasmask.
I have a single Vulcan Boff serving on board my Romulan Science captain's ship. The others are Romulans and Remans. The uniform I use is Sierra 4 jacket and Romulan Republic 2 pants and everyone has black / dark green color palette.

From a RP perspective, some of them are actually characters from my other crews, and function as "guest stars".
The Android BOff can't wear Romulan uniforms either.
I put everyone in the Intel uniform, with Romulan colors. It actually looks very similar to the NPC Romulan uniforms because of how visually complex they are.
Fed alien BOFF, it's a hirogen though in Hirogen armour.
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.

Any suggestions for what uniforms to use for Federation bridge officers serving on a Romulan crew? Not a lot seems to go with the Republic uniform.

ETA: I know a little something about this. When I was a kid my dad, a US Navy officer, spent two years as an exchange officer with the Royal Australian Navy. But he still wore regulation American uniforms when we were in Oz.

That works really well. Romulan Intel uniforms in Commander Mena's or Subcommander Sahen's colours are pretty easy to do. I've got my new Delta alt in that. He's Starfleet, but a Romulan (customized alien) so he's in the Intel jacket, and so are the Romulan Embassy boffs.
Also, some boffs can wear the Mercenary clothing options, making them very easy 'transfers' into the Republic Militia we see walking around New Romulus / the Flotilla. For those that can't, the Kobali armour can be coloured to look very close, as well as the TOS Klingon top.
For my Reman Captain, I put all non-Reman Boffs in an Intel uniform, colored to match the Nemesis uniform. Too bad we can't customize the random riff raff who populate the rest of the ship, or I'd do the same with them. And turn down the lights while I'm at it.

I know a guy playing an Andorian working with the RRF. He used the Short Intel jacket in shades of black and dark blue to make an extremely good imitation of the ENT Imperial Guard uniform.
I only have a few select "non" romulan BOFF. Basically, everything that could be part of a post-Hobus Romulan crew, but doesn't have access to Romulan customization.
For example the Android, "regular" borg, and the photonic boff. My android and photonic BOFF looks like Romulan anyway.
And a few slav... I mean, valued crew members from conquered species. Like breen, jem'hadar and the usual storyline stuff. But quite frankly, they are more token boff than anything else. Since the boff revamp, they are not used anymore.
No fed/KDF crew members.
Especially not Klingons. It takes weeks to wash the smell away. Best to burn the warbird and buy another one.
I usually go with the Dyson fleet costume. Which is factionless enough. I suppose the fleet miner uniform would work to, but I don't like how it looks.
You can also use the rep armors (except for the KHG, it's way too klingon in the look).
I made up a special "Republic Liaison Officer" Odyssey uniform variant: Same shade of gray as my Romulans' uniforms for the body, division-colored shoulders, green stripe with silver piping.
Then I got a Gorn enemy faction officer from the Diplomacy Doff missions, and I did the same thing as on my Fed main: Dyson researcher long coat and uniform. Seriously, it looks badass on a big hulking Gorn while still being sleek.

I'd suggest maybe matching the Kobali uniform without the shoulderpads and knee gear.
Just match the colors right and the Kobali lettering won't appear on the front vest.
But then again my crew is just plain Romulan

Well, since most of my non-Romulan Boffs are the ones from Featured Episodes, and they can't be changed, I haven't given it much thought.
My one true Fed boff from the "choose your Ally" mission is dressed in the Odyssey Uniform, and in my mind he's an exchange program officer.

I have one non-Romulan on my crew... and it's my Android. She looks like a Romulan, though, and she wears T'Pol's uniform (in black).
In related news, I've thought about putting Tovan Khev in tattered clothes... because he's less Romulan than my Android. :P

Also I went with a Vulcan tactical officer in the Odyssey uniform as it fits my Romulan's rag tag bunch of misfits shtick.
