I have 2 questions, first is, should one of the new tier 6 ships replace the lleiset (like how ESD was redesigned)?
And second, could a tier 2 Romulan BOP (a more original one) be made?
FWIW, I agree with you on the first part. I absolutely would not mind a retcon to replace the Lleiset with one of the beautiful (and Romulan-looking) command Battlecruisers, even though they would still most likely use the Baratan over the even better Deihu. Republic Day should be coming up very, very soon, so there's chance you could get your wish before you know it, although in that case it might be a storyline change over a retcon. Even if it doesn't happen then, though, it is still a good idea for some point in the future.
For your second question, I would disagree a little. I am definitely always in favor of more ship choices, particularly Romulan ships, but the next time they add a new low-level Romulan ship (with, presumably, a T6 retrofit version) they are more likely to add it as an option versus the Mogai at T3. The Dhelan is well-balanced enough that people don't need another choice at T2. There's a reason the first expansion of that sort was to give players a chance to avoid flying the D'Deridex. Between the Mogai and the Dhelan, the Mogai is the more specialized.
The Lleiset uses the Tulwar skin, so there's precedent for using the science variant of a 3-set. Love the D'khellra for sure, but I'd throw my hat in to support a Command cruiser as the new flagship instead. I think those are some of the best designed ships in the game.
Even if it's not a retcon, it could be a retiring of the old Scimitar-type Lleiset. It'd be good timing too, Jarok getting a new flagship to take into battle against the Iconians.
I agree the the D'khellra should be the new flag, because right now, the fed command cruiser NPC is only a battleship, not a dreadnought, and with the D'deridex being a battleship already, and upgraded D'deridex, AKA D'khellra would make sense as a dreadnought, now if they made all the command cruiser NPCs dreadnoughts, my thoughts would be different.
Cosmetically, I like the D'Khellra, but I HATE slow ships.
I don't own this ship, so I may be mistaken, but this ship would seem to be among the most sluggish ships in the game. It looks great, but could handle like an oil tanker

The D'Khellra would definitely work for a Republic flagship, moreso than the flying WMD designed by a crazed megalomaniac they currently use. Though I'm personally not a fan of the D'Khellra's appearance. It looks a bit too... Droopy, to me. Like they tried to make a sharper, more aggressive D'Deridex and then melted the original wax model over a flame for a few moments before approving it. It's the same problem I had with the D'ridthau.
I'd also support the Haakona, since it's one of the first truly "Romulan" ships introduced to the game, and the lower section even has a bit of Reman influence to it when separated. They might even use the excuse that the Lleiset was basically totaled during a fight with the Iconian Heralds to make a Haakona/D'Khellra/not Scimitar called the RRW Temer the new flagship.

Yep, it's one of the slowest ships in the game. I don't even think that there's any end-game --T5 or higher-- ship with a lower turnrate, thought there are a few ties. Bizarrely it's slower than it's T5 Fleet counter part D'D by .5 deg/sec for some reason. It's slow enough that going from broadsiding with beams to being able to cast a Gravity Well (135 degree arc) was a pain without adding turnrate boosters in my experience. Still, I'm nuts and use DHCs on mine, it took 3 RCS, the Undine Rep console, and the Delta Reputation Trait that adds turn to get it up to a little under what an unbuffed Avenger or Mogh turns at (and people usually add a RCS or a [Turn] Neutronium to those ships).
