my situation was that i had a ton of ec, but very little dil. i was able to craft many of the omega upgrade tokens and bought quite a few accelerators off the exchange, so it costed me very little dil (less than 100k and primarily due to impatience) to get my ship kitted in primarily epic14 gear.
Except for the dil you might have to sink, the EC costs are pretty low now thanks to advanced queues dropping VR mats. Also, many people that have stuck out doing the daily for R&D every day are at levels 18+ in at least two schools per toon now without having to drop dil or make ridiculous amounts of garbage in the process.

Those things have nothing to do with upgrade costs, except for the occassional Tech Upgrade that drops in Advanced STFs....
The number of resources and upgrades required have not changed. While the cost for buying upgrades has come down substantially in the past 2 months, you're still looking at 100 million EC per toon, not including the dilithium.
I've started twinking my Delta Recruits that have hit 50+. The big difference is that I'm making all my own gear, not buying it off the exchange.

That info is out of date by loads I've upgraded one toon completely and half done 3 others.
And I can tell you it's not cost me anywhere near that much.

Considering you get a 1 in 3 chance of critting the components and a 99% chance you get two superior upgrades, I'd say the cost comes down.
