On the flip side, I'm really glad there's a hard 45 second CD on it. Otherwise, Aux to SIF would a godmode.
Plus the "activating hull heal on self" means that you won't be able to proc it with Radiant Nanite Cloud/healing others/heal procs (Borg 2pc, Samsar console ongoing heal).
All in all, I don't think it's too bad, but it's not a good thing either.

its a proc. procs are RNG. anything that could happen when you perform an action, thats a side effect of the normal effect, that can cause you to win or not lose, is the work of the RNG gods.

Without arguing semantics of "proc":
Effect reads do X (in this case a hull heal on self) and get Y as an "side effect / benefit" (in this case, 4 seconds of damage immunity).
Then you get the disclaimer - no matter how many times you do X, you can only benefit from Y once every 45 seconds...
As bluegeek asks, how does a "do X, get Y" suddenly require appropriate sacrifices to the RNG?

I suppose theoretically somebody could time it from the last occurance so that it is predictable, but nobody here will be able to do it reliably [well, maybe if there is a countdown icon that is legible]. So it is essentially random after the first time you use it in extended combat.
And they haven't said what self-heal means exactly. Does it mean BOFF only or procs from set bonuses or what. Depending on what makes it activate, the first one might be random as well.

Sheesh1 younsters what can you do buy try. The origin of the term PROC is from the early days of MMORPG grand-pappys( (BBSs MUDS and the like). A proc is a PRogramed OCcurance. Something that happens a programmed change of happendning at a time or trigger. If that chance is programed to be 100%, it's still a proc.

indeed, but no one is arguing if its a proc or not, the debate is whether or not its RNG. it wouldn't be if its got a 100% chance of going off when you activate the first eng heal.

Cause uh...the Sci can't run the same trait to buy themselves some time vs. the vaper?
I'd actually expect the vapers to be complaining more about this than the FBP folks.

It's not really new, I feel. Just look at the Engineering R&D trait - when using an Eng boff ability, reduce incoming damage by 20% for 3 seconds. Or the Shields R&D trait - I forget the duration, but it's a brief spike in shield resist on use of a shield heal - almost the same as this, except it's shield instead of hull. Or even All Hands on Deck - reduce cooldowns of Sci boff abilities when Tac/Command abilities are used, happens every few seconds at most.
