Training Command Boffs

So, I just unlocked the ability to retrain bridge officers as command officers. I see the project to make a retraining PADD in my R&D section, but where do I get the components? It requires a full set of command officer ability training PADDs, which i can't make... :confused: Where do these come from?

    I think at the "old" training station on ESD you can get those powers (i know for intel you can get them there).

    yes, all 8 of the skill manuals you need to create the spec manual are available for ec at any boff trainer.

    Oh and they don't cease to exist. When you use the Spec manual the boff learns all those skills.
