You know those Star Trek episodes where the crew has some difficult mission ahead of them, then you see them trying it and failing and you're all "what about the plot armor?", but instead of the ship blowing up you just see everyone looking disappointed, then someone walks in and says "congratulations, you're all dead" and someone else says "computer, end program" and it was all just a holodeck simulation?
If I owned this game then I would IMMEDIATELY focus on 2 things.
1 - Bug fixes. It has been pointed out that there will always be bugs. Yes, I agree with this, however to have bugs that have persisted for years is completely unacceptable. Prioritising new content at the expense of bug fixes is ludicrous as old bugs will create new problems when new content is released. Fixing bugs minimises the impact new material has on the game.
2 - Balance. This game is completely unbalanced. Rushing out new ships and abilities and traits and specialisations and consoles, etc etc etc, to an already unbalanced playing field isn't going to magically create balance, it's just going to make balancing the game in the future even harder.
This game isn't like C. Montgomery Burns, loading it up with everything bad will not make it magically find an equilibrium that works. Fix the fundamentals and create a stable platform from which to build. In other words, stop building this game on sand. Lay a strong foundation and then you can build it up to the sky without having bits of it fall off it all the time.
1. a Moratorium on adding new systems until all the existing systems have been thoroughly debugged by a mixed secondary staff of coders, gamers, and QA experts. We'll call it the "B" team.
B team's whole reason to exist, is to lighten the work-load on the developers and catch mistakes and conflicts before things like the old "Voldemort", "Bridge Officer Coffee Break", and "Let's unload the loadouts" bugs hit.
2. a short-term temp hire. Armed with the data gathered by Team B, temp-contract a small group (four, maybe five people) of coders, game-design grads and interns to develop hte neglected PvP assets in the game-that is, design maps, build a working leaderboard and design/implement a matchmaking function that works for both PvP queues, and PvE queues.
1. A B team wouldn't catch everything. Some bugs only appear on Holodeck like the Missing Sela bug and some bugs take months for the devs to figure out why they are happening to fix them. So a B team would still have Voldemort, Bridge Officers taking a coffee break, and unload loadout bugs still happening.
2. Short term hires are just not possible. It likely takes months for new hires to learn the system before they can contribute anything useful. Besides PvP requires a full time team to get it off of life support while it is currently wishing for its demise.
If i owned this game... it would be mine, mine i say!, and no one would play with my game!!, MINE!, MUAHAHAHAHAHAHAHA!!!!, hey you! get out of my game!!
If I owned this MMO. I've actually thought about this before hand.
- I would end lock box ships here and now. People who still have them can keep em, but that's it.
- I would offer a path to upgrade all t5 ships to a t6 level and offer distinctions and advantages between t5-U vs T6 levels.
- I would create a way to reduce grind time via tokens sold on the exchange which would be provided on a monthly basis and at a discount for monthly subs (or sold a la carte for those who don't wish to sub) to create a more hybrid model, but not to alienate current f2pers who are enjoying the current system, but merely to encourage sales in STO that work on a more balanced price.
- I would create an alternative PvP. All ships would be available, even past lockbox ships, all at a price. There would be massive emphasis on balance with each ship having a unique flavor and predetermined set of BOs and BO powers. You could fly your hero ship against someone else, but you'd have to rely on your skill not your wallet to outwit them. To push this, I'd create a theme around the PvP, possibly some alternate world gobbledygook with some PvE introduction, and afterwords a series of maps.
- I would create a successor to the T'Varo that manages not to look like a TRIBBLE space bird.
- I would push for ships that resemble both the TOS and TWOK eras without being those old ships, but merely a design likeness. It doesn't make sense for the Connie R to squaring off against a Borg Cube (unless Shattie is involved), but I certainly empathize with people because there's something about that design that's just... gorgeous. I don't know why Cryptic hasn't capitalized on something of that nature.
- Klingons would get new ships that looked as though the Klingon Empire had equally talented and smart people designing their star ships. So, something resembling the Korath, but available for everyone.
- Klingons would get more missions introducing us further into the races that composite the KDF with minor dialogue differences to embrace the diversity.
- A Legacy like system similar to that of SWTOR for all the unique collectibles that come about during events and to make it so that the Reputation for one character is the reputation legacy wide.
- Oh... and we'd be able to go into the Reman enclave... that's all I got for now.
Oh and because I'm greedy... A Korath for my Klink. I would get that. Maybe some Vaadwaur clothing.
1) Systems would be streamlined so most of the complication is under the hood, allowing the player-base to flourish while limiting the bloat and complication. The game could still become complicated, but the interfaces would keep it simple. Part of this bloat is the Inventory system, too many currencies are not auto-tracked and are instead dumped into an already bloated inventory.
Also, all the information for a power would be in the tooltips. (The exact bonus to damage based on the bonus to your skills for Cannon Rapid Fire for example).
2) Powers would undergo a sweeping re-vamp to bring them in-line and in-balance so that proper player vs. player combat could occur. Another possibility would be making these powers affect player entities differently. I would prefer that, to allow for players preferring PVE to feel powerful and PVP to feel balanced.
3) Item upgrade system would allow for mod re-rolling for either an exorbitant amount of EC or a modest amount of dilithium. The mod re-rolling would become more expensive per roll and the mod would be random a la Diablo 3. More modifiers as well, we don't have nearly enough.
4) More unique technologies for the R&D system.
5) A better tutorial system that explains each system and offers advice on how to obtain the most from it.
6) A player can now find UR Gear randomly, and also a small chance of finding MK XIII and MK XIV level gear.
7) Dispense with this idiotic T6 ship idea and create an upgrade system that requires either exorbitant amounts of dilithium or a medium amount of Zen to upgrade any ship to T6, all ships are given random special T6 abilities when upgraded. This would be per character and would not affect any future lockbox ships, all of which would be upgraded to t5-u for free but not T6. Ship special ability re-rollable for dilithium.
8) More Duty officer missions and assignment chains, expansion packs and officer packs.
9) A survival mode (waves continue until party dies), Starbase assault mode(Destroy a heavily-armed Starbase) and a return of the no win scenario would be nice.
I can think of a ton more, this is really where I would start immediately.
Oh I forgot. Romulus and Remus would come back, so we could dispense with the lack of choice the Republic offers.
Crafting doffs is kinda.. bizzare. I don't think the transporter works that way :P
see thats not the way to do it anyways. we have a captains cabin right? it has a bed?
just bring along your favored Bridge officer . or visit the red light district in the 1st city. of course the fee will be more in the red light district.
Trophies for killing FEDS ahh those were the days.
Sorry but horrible way of approaching allmost all subjects you touched OP.
the "nerfs" that came out and forcing players to play particular "missions" and a particular "quadrant" was the worst I've seen from the Devs/cryptic side since I've started Playing STO.
But to be honoust the game is not bad at all... the major thing imho that keeps the game from getting really exciting and enjoyable again are a few (appereantly unfixable) bugs.
-Traits/boffs/tray stuff dissapearing...
-And the lag.
... - just fix the darn lag it's not from our side period!
But to come to the big question: If I was the owner of the game and I had the financials to keep up the game for 3-4 for years with in game profits being "slightly" higher than overal costs... than...
hell yeah I'd give devs way way more creative freedom but also would bring out the whip to fix bugs as fast as possible ( create new content according to overal story in a decent/high pace) you need to keep up a healthy pressure pushing people to the best performance.
1 thing I'd definatly want to introduce to the game is a kind of ranking system "fleet based!" that will keep track and scores on Fleet vs Fleet PVP's. Heck if even possible make it a 20 vs 20 Fleet battle or 10 vs 10 or 5 vs 5... .
Other than that I guess everything is getting better again in the game.. . just need to stop nerfing everything since it is not being used as "intended" and fix the damn lag..
Take a look at the sucessful games the ones who are stable and do not have a incessant grind. You will find the Disney or Blizzard model makes money and doesn't have nearly the issues STO does.
And there's a chance we'd have a Star Trek game sans all the ridiculousness, and bugs, and dare I say, better, made by someone who actually cares about the IP.
As much as i prefer subscription models to F2P models, it's unfortunately becoming more and more clear that today's gamers aren't willing to pay $15 a month. The only game still able to rely solely on subs is WoW (... is EVE still sub based? Never played that one.)
I can kind of see why, cause with subs it gets expensive to play multiple MMOs. Back in the day I was subbed to WoW, CoH, and SWG all at once, that's $45 a month, and I briefly played EQ2 in there somewhere too. It was for this reason that I became a STO lifer back in beta. I just wish the game I had subbed to still existed ... if I'd known about dilithium and lock boxes, i wouldn't have done it.

I still think there's a viable option to be salvaged from DCUO's use of chance boxes to drive subs.
I also think $15 a month is too low for the current environment.
I favor a system like this:
1) Put everything (EVERYTHING) in chance boxes at $1 or less a piece, adjusting drop rates to the contents. Chance boxes ARE tradeable and autodestruct after 30 days.
2) Have a $25 a month sub for unlimited chance box opening for 30 days. $15 has become an unreasonable line and I accept that.
3) Lifetime sub gets 5 free chance boxes (non-tradeable and don't autodestruct) and 1 free dropped chance box opening per day, plus vet perks.
4) To appease the "I'll never pay more than $15 per month" crowd, you offer subscription time at a year with financing for $15 a month, ala eBay purchase financing, with a third party financier.
5) I actually think that what would be better than the chance box system we have all around is this:
Rather than boxes in inventory (where there's a chance players will never get the reward), here's how I would structure it:
The chance boxes we have currently have around a 1/200 chance to generate a ship on opening but the contents are not fixed.
In my proposed take, the player goes to a vault which is a unique instance that only they can visit. There are 200 boxes. One of those boxes is guaranteed to have the grand prize. This is motivationally very different because when you set foot in there, you know the prize is in there and your odds go up with each failed attempt. Profits for Cryptic would be almost identical. In addition to buying keys, maybe players could buy or earn hints as to which box in their vault they should open for a better prize.
You forgot hookers and black jack.....actually we don't really need black jack.

ACCEPT "FREE" VOLUNTEER HELP FROM THE TECHNICALLY QUALIFIED PLAYER BASE. After all you have volunteer Forum Moderators. While we are at it what would be quite useful would be to have volunteer zone chat moderators especially on ESD. Some people refuse to use common courtesy and need to be called down.
Open up modding to the playerbase like WoW did.
Limit the F2P to Commander level. After that they would need to pay for a gold membership or become a lifer.
FIX THE BUGS there would be no new anything until the bug list got completely and totally handled. Yes there are still bugs from 5 years ago.
Bring back Tribble testing and veteran rewards rather than rushing broken content on to the holodeck server.
Unleash the Foundry and give it the same abilities they gave to Neverwinter Nights.
"NERF THE GRIND" give Universal Marks for Rewards this would help with the queques.
Open up every exploration cluster and insert "Approved" Foundry Missions.
Put Veteran Human bridge officers in the C-store.
Make everything in the game craftable up to MKXIV "EPIC" Including DOFFS!
Create Romulan/Reman only content and give the Klingons more content [many of the missions would be easy to tweak to faction specific missions]
Create a Trading Faction that would allow for missions transporting and trading goods and services across the Universe.
Recycle "Old content" as temporal missions.
Have the accolades actually count for something like say extra skill points.
Offer T-6 upgrade to every lock box ship through a C-store module purchase.

It's a good thing you don't own the company, otherwise I would write you off as a horrible idea. What you "propose" is nothing good. All you seem to love to do is complain (and/or whine) about stuff you don't like. If you don't like the way the game is going, then why are you still here? There are other games out there that you can play...
cryptic seem to have an identity crisis. they resemble a fast food restaurant or a pub churning out poor-quality food and self-service while thinking they can charge a premium price.
but i think my biggest issues are with the shop culture at cryptic. there dont seem to be many people that take any pride in their work present, and that sort of culture works from the top down. thats what i would want to change. someone in management needs to start appreciating the people that care about details and take pride in their work instead of back-slapping the cowboys that can throw slop on the pass the fastest.
I have to ask, and this isn't just directed at this poster but at everyone complaining about the monetization in STO:

Let me put it this way. In a recent podcast Geko said the monetizing was necessary 'to keep the lights on.' I submit to you the following: .... the lights were *already* staying on, prior to DR. Aka, all the insane Upgrade cost that came with DR is hence pure profit.

Congratulations, your game is dead.

I would say, "ALL!"
Or way more than it needs to be.
Some companies just can not settle for an honest wage.
