Does it not work for certain account bound items or for all of them? Because I am pretty sure I just sent a bunch of stuff to my characters on the same account, items that were bound to that account, without any problems. I will have to double check when I get a chance. I have never subbed or bought account slots and have only ever used the mail to transfer items.
You must have not equipped the item yet, or it is a white (common) item that is never bound.
Once an account bind on equip item is actually equipped you need the bank.
Personally, I've always considered "account shared bank" to be one of the most valuable things I can buy in a f2p MMO. Generally because it's the only real way to share junk between your characters. /shrug
it also has the added benefit of being available just about anywhere even if you are nowhere near a bank terminal so its a great way to add a little overflow storage if one of your characters is out and about and finds his inventory slots are a little full.
just select visit bridge from the dropdown menu under the mini map and you will find a terminal where you can access your account bank.
this works for both ground and space maps and when you leave the bridge you will find you return to wherever you were before.

and if that journey takes a little longer,
