Fed Rom power problems, input?

Hi all still sifting through threads to see if there's an answer, figured I should put this up in the mean time. Have a newer Romulan cap, Fed aligned. Obviously Rom ships are a bit power starved, Plasmonic Leech is a must have. I even purchased the Astika (supremacy trait) for the power boost during FaW, for some reason even though her Flw caps are higher than my main fed toon, and current she's the only toon i have with the Astika's trait, her weapon's power drain is the worst account wide. Assuming the trait and console don't interfere with each other I expected to see her with the most stable weapons power. I see her dropping as low as 100pwr during the worst FaWs. Any idea why I'm still having such an issue? It's seems like such an issue I've wondered if she's bugged in terms of Leech working? Or if romulans have a lower hard cap on power bonuses beyond 125? Any thoughts/links would be much appreciated!

~currently flying the Scimi dreadnaught warbird, plasma arrays (for fun) Flw 205. Can slap together the build @ the academy if more info is wanted.

The problem is probably the lower base power settings, and measures you may have taken as a result. Are you comparing a 5/3 ship to a 5/3 ship, is one an engineer, does one have a plasma-integrated core, does one run weapon system efficiency, does one run EPTW, does one run the KCB+Assimilated module, or anything like that?

a bit off topic, but is there a actual lore reason why sing cores have less power?

You would think a miniature black hole would produce more power than a matter antimatter reactor.

I think the reason is so that there's a tradeoff for singularity powers, a full set of SRO's, and battle cloaks everywhere.
