Warp cores can be crafted. And for those people without leech+flow caps+supremacy, efficiency and potential do matter. EPS is obviously a better mod for people with builds like you, but as a general rule I wouldn't call Eff a trash mod.

The amount eff and potential adds via warpcores are less than 2 energy per system. Not to mention systems over 75 (base-energy) dont get any energy out of it.

well, when warp core you recomend then fro beam boat ?
did you looked at research - engeniring ? you can craft singularity cores if you are romulan too.
Yeah my mistake. Didnt looked there, as the only advancement you can get there over fleet warp cores would be an plasma-integrated one with [EPS]. And thats pure gambling.

Depends, if you want more energy too (which increase tankiness a bit), use a elite fleet one from the mine. What works best is a hyper-charged (my prefered choice as Enginepower is usually the lowest) or a reinforced one with W->A (under no circumstances use one with W->S, as the upgrade to epic would be wasted) and AMP. Third mod would be EPS, but at least for the hyper-charged ones there isnt one avaiable.
For pure DPS -if you already have enough energy to support 4xAMP (4 systems over 75 power), a plasma-integrated from the spire will do the trick. Unfortunately those are all with Eff.
Those are very cheap to come by and perform very well.
