I couldn't be bothered... to be going and posting parses or making videos anymore. Its to little to late they already destroyed the game with things like SS. Only slow folks would believe they don't on purpose release things they know are completely out of line to simply sell more stuff. They at some point have to fix it when everyone has bought in and they have something newer and shiner to sell. Its now intels time... this will go live in a week or two, and you will have new Season 10 broken stuffs to chase down so don't worry.
For the record the last time I bothered to parse (ok someone else happened to be parsing) in a T6 Warbird with SS3... I parsed around 65k. It was... and honestly likely still is way out of line.
SS was incredibly powerful in PvP, but only moderately so in PvE. In all but completely single target cases you're better served by FAW, mainly because SS does so much single target damage that much of it is wasted when the ship blows up halfway through your first volley. FAW on the other hand tends to distribute the damage around, so far less is lost in that manner.

And with the ~30% or so nerf it will take (hit to CrtH + CrtD), Bort just nerfed Intel ships, as a whole, for that selfsame ~30%, as SS was the only thing they had going for them. Nerfed before we even got a Fleet version of it.
We arrived at these figures after a LOT of internal testing. Parsing using different weapon types, comparing to multiple different firing modes, in many various different weapon configurations.
In all of the tests we performed, even after the above changes, Surgical Strikes reliably outperformed every combination of Weapon Type and Firing Mode we tried, once the player had a reasonable amount of +CritH and +CritD.
Those "reasonable amounts" by the way were 15% Crit Chance, and +200 Crit Severity. Values reasonably obtained by many players, and hilarious outstripped by our high-end performers.
So, despite the reductions contained in these Patch Notes, we feel the ability is still desirable by players properly geared to get the most out of it. We encourage anyone interested in how this affects their performance to copy over to Redshirt and try it out for themselves. Your feedback is welcome. (Parses of before/after performance would be even better!)

And yet BFAW is still the one ring to rule them all and everybody seems perfectly fine with it. Also I love how they nerf Intel ships "after" the ship sale. These people have no shame.

I remember the pride & joy some of us felt when "one of us" went to work @ Cryptic , as Jeremy , Thomas , Brandon , Smirk and Suricata all seemed like good folk . They no doubt still are ... (from personal experience) , however from a customer POV ... (and because I care about what happens to them) -- I kinda feel sorry for them .
I feel that way both because I have "been there , done dat" -- in terms of working for a highly criticized company (that had a desirable product) , and because (and this is just my opinion) -- STO has gone down on a very dark and irreparable path from the shiny optimistic days of it's debut , and I speaking for myself here , I would not like to be the one getting "shown the ropes" by ppl who have taken said game from where it was to where it is .
The moral / amoral sacrifice is too great ... , -- while I do understand the joys of working with "ppl like me" , as well as the joy of a paycheque .
And to take Bort as an example ... -- I just have to wonder what a convo between his 2011 self and todays self would sound like .

And, like I also said, I'm not buying, not for one minute, that the Devs, when designing SS, hadn't figured out, upfront, that +40% CrtH times X amount of CrtD would stack horribly. I'm but a very average player, yet even I *immediately* realized I could slap some fine Exploiters on my Phantom, and create a wicked CrtD build with it! And it was sold for that reason too, let's be honest.
And now they're nerfing Intel, severely (yet again, I should say; IT was the first to go after persistent PvP whine); and we didn't even get to enjoy Fleet Intel yet.

You also seem to understand this "nerf" which is really a balancing cause we all knew from day one as you have said that it was broken. You also seem to understand it was released that way by devs that knew exactly what they where doing. So why the hate for other players for pointing out the emperor is au natural.
Also lets be 100% honest while where at it... OSS is another abomination that has had a good hand in destroying balance in this game. There not the only things of course. Cryptic does it every time they release something. The bugs, the crazy powerful skills, items, boffs, doffs, whatever nots... are all designed to be OP before they hit there best before date. The best before date is 1-2 weeks before the next shipment of milk... err I mean OP toys. Once those are on the shelves for the kidz to buy what is already in there fridge needs to go bad.

If your reading this and you have never played another MMO... go and find one you might like, and read there Forums and Patch notes for awhile. You will find there is always some people that are hard to please and like to QQ. However you will also NOT find another MMO Developer in the world that has the issue Cryptic does. The issue is this... almost everything they release is either 1) bugged or 2) overpowered. They are reported in the "BUG REPORT" section almost the day they are released, the reports are clearly ignored for months and sometimes longer. When they are fixed Cryptic acts shocked like its the first they hear of something being broken 8 months after it was released. They then fix it.... and this always seems to be a week or two before a major release with more Stuff$ for people to buy.
Seriously go though the Cryptic Release notes and notice that all the major bug fixes / "nerf" balance changes happen 1-2 weeks before a major patch. The only stuff that gets fixed as soon as its released are bugged missions ect that either don't make them $ or cost them potential $ in some way. If it sells stuff it will be staying until the next sales driving bug is ready to be released.
Anyway.. bottom line don't be blaming other players on any of this stuff. No where to point fingers accept at the greediest/shadiest gaming company in the industry.

SS needs to be in line with rapid fire and FAW in a single target scenario.
