This is not about in game killing, combat were the character gets killed, but about deleting a character. Call your thread Deleting a character, you may say. yes, but killing sounds more ... murderous eh.
Anyway, because of the coming Delta Recruit event I will roll two new characters, but since I already have a lot, I am monitoring which characters are regularly played, special to me and which ones have to go. On one account I will kill 4 characters and on another one three, a total of 7. This leave one account with 7 characters and the other one with 6.
I tell you this because Delta Rising wasn't the character killer for me. I first wanted to see how things worked, before removing some of my characters. A couple of notes. I see everything beyond level 50 as endgame and I don't need top notch gear. I am a casual player. It is game playing not a competition.
Killing a character can be more cumbersome than creating one and playing it to level 50. The playing comes on its own, but when I want to kill some of those 50+ characters all the things I have to do have nothing to do with game play, more like filling in a tax form, doing some kind of administration work on a computer.
What are the hurdles? Dilithium and marks, Some of my characters have unrifined dilithium. Before killing the character I want to refine it and swap it to another character. Marks can be turned into dilithium, but that has to be refined.
Account wide dilithium, refined and unrefined would be great. I would buy a feature that provides it.
I prefer the term 'retiring' to killing personally.
One question. You say you are a casual player and that you don't need top notch gear. If this is the case then why worry about unrefined dil and marks in the first place?
I've always found it easy to delete Captains. Regardless of gear and resources saved I just do it once I am bored with them. If I'm not going to use those resources anyway and just stick to cheap gear instead it's all useless to me anyway.
About the only thing I do before deletion is transfer EC across to the new Captain before deleting the old one.

Which ones to delete, which are your "mains", which are special, Which ones have I progressed to far up the reputations to lose etc.
Then there is the process itself. I started by clearing out all the ships held, feeding any consoles with Value to a vendor. Then the same with Boffs. Then look at the list of waiting boffs. Any training manuals that can be transferred.
Once thats done, its onto Doffs. Any that can be transferred?
Then onto the bank, anything to vend or transfer.
Turn in any marks for Dil and refine if necessary then transfer via the Dil exchange and dump all EC into the account bank.
Once thats all done, back to the character select screen and select delete.
And then thats when I usually realise I forgot something
As for "killing" them I never think that way, rather they have been transferred
After all that I usually need a lie down in a dark room

well, why you have 2 acounts with 7 ad 6 and not one with 13 chars ? it will save some zen if you buy zen ships or other stuff .
I have one slot i use for a perma death toon. meaning i play it till it gets killed in game then delete it and start over.Right now its lvl 53 and still only vanilla gear, but when he dies hes dead.
some time back i also deleted my maxed out fed toon. i never played it, and didnt want it showing up as any fed based metric that could be used against the Empire.
but the choice should be easy with a few things to take in mind
1. do you like trek? if so Klingons are really your only option, even as messed up and fed based the dialog is in later missions for KDF the way the game plays is more a go killem all Klingon style of play NOT FEDERATION.
2. is your budget limited? if so Klingons are the way to go again. you can have everything made for a Klingon with less real money invested into the game.
3. are you a bleeding heart or tree huger type? if so stay with the feds you will find more of your own kind on that side.
4. you like people trolling you and bashing players question with jerky attitudes directed at the person rather than the toon or faction? if so stay fed side ESD will do more than enough to fill that fetish.
Trophies for killing FEDS ahh those were the days.
If the entire intent is to clear a slot for the Delta Recruit, then I highly suggest you wait until we get more information about EXACTLY what account rewards that Recruit is going to give. If the rewards are not worthwhile, then you can save yourself a lot of time and trouble by not bothering. Always monitor the Dev blogs BEFORE you do anything.
1: Casual players don't have any need, or want, for that many characters. All you could ever have use for is one Tactical and one Engineer for Starfleet, and one Tactical and one Engineer for KDF. So, that gives you a grand total of four characters, maximum. And that total number includes Romulans too because you eventually need to choose either Starfleet or KDF for that Romulan, so they are no different from your Klingon or Human characters.
2: Casual players don't have any need, or want, for multiple accounts. For that matter, hardcore grinders don't have any need either. You can't transfer Dilithium, or Zen, from one account to another. So everything you spent all that time grinding, and everything you buy, is bound to THAT account.
Those two accounts were not intended. I could not get access to my account because the mail from the account guard was not received by me. It had something to do with settings on my mail system. So I started over with a new account. When I could use my old account the characters on the new one were to much progressed to dump them.
Casuals do need as much as non-casuals. Everybody wants shiny toys at some point. I am just not in a hurry and as I said, it is a game, not a competition for me in the first place.
The whole matter is, that at some point you don't have any interest in a character, so there is no problem in removing that, but this action will also destroy valuable game resources.
on swtor i deleted a few toons on that game, i made sure they got a send off worthy of them.
i had a reasonably high level IA going nowhere, i created the story that my other high level bounty hunter killed her on her own ship and then he slaughtered her crew then blew up the ship as a contract killing without realizing the original contract was placed by the star cabal. she was survived by a son who is a powerful sith lord in his own right and a daughter who is also making her way as a sith, the other daughter is written below who died.
my sith i had her retired as well, i created the story that she was killed in action on Korriban during the republic raid on the academy.
i had a jedi connie that was deleted as well, she was killed in a random fight with torvix security in the black hole on corellia, she is that 2nd daughter who was killed, she died young.
on sto i only had one major deletion over the account, he retired from the service at vice admiral, no mess or fuss, last rumor suggests his eldest son is looking to make a move to become a starfleet officer at some point.
T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.

Case in point. I did start a science character, just as an experiment. Normally, science is something I never play, so that character has been sitting unused for more than a year. I probably should delete him, but I just keep forgetting about his existence when I'm in game.
Its a situation I've been in myself over the past few months and it does indeed turn out to be a job of work.

Thanks for this guide. I am actually preparing to off my KDF alt, and this is very helpful towards avoiding forgetting anything. Looks like it will be a more laborious process than anticipated, for maximum exploitation. (Found out I am sitting on a bunch of Nukara marks I was unaware of.)
That said, in my headcanon, this toon is not dead: he merely defected to the Federation. So cueing my Fed toons with his stuff would not be at all objectionable to him.

Having recently halved my stable of characters, I think I managed to develop a pretty good procedure for toon removal.
1) Visit the ship selection officer and vender all equipment that is char bound. Transfer batteries if needed, but they seem to rain from every combat anyway. Transfer any account bound items as needed.
2) Strip Character and all active Boffs of any equipment. Vender the bound, transfer account bound to other characters
3) Visit the bank and vender all char bound equipment. Transfer any account bound items as needed.
4) Marks to Dilithium and refine for first days cap.
5) Doffs: Doffs are a pain no matter how you look at them. You have doffs you use or did once use that are bound, some that are just sitting around in nearest tent city aboard your ships, some that can be sent to their demise at your fleet's starbase, and some that can be sold on the exchange.
5a) Support your fleet. Any doffs that I can toss into projects get sent to their new homes.
5b) Dismissing bound doffs. Even just dismissing them gets you dilithium, so you may as well eek out every little bit, right? If they are bound, I dismiss them. Nothing else can be done with them anyway, so why waste them.
5c) Unbound Doffs. Two options here, either send them to another character if they are useful, or hit the exchange and check values of unbound Doffs. Since if like myself, you'll be sitting there for a few days refining dil anyway, why not sell those unbound doffs?
6) Boffs. Not nearly as bad Doffs, and can be sent off to other characters.
7) Transfer EC and Dilithium (once fully refined). Assuming you have spent a few days refining, anything you placed on the exchange should have sold, if not pull items and vender them.
8) Remove character from active duty, delete, kill, assassinate, or whatever method you choose to deal with this.
Personally I take the view that epohhs and epohh tagging drove my characters into a deep depression and they stepped through the airlock without an environmental suit.
Edit: Commissioned Boffs used to be tradable to another player, who could then trade them to your new character. The exception to this were any "special" Boffs, such as the Hirogen, Borg from Khitomer accolade, etc etc... I'm not sure if it's still possible to trade commissioned Boffs since the new skill handling hit.
I'm gonna "kill off" a BOFF, actually... then spin him off into a Lib Borg toon.
And as for BOFFs, can I transfer some commissioned BOFFs to the new toon? Thinking about transferring the Lib Borg BOFF, an Aenar, and a Photonic (if I can).
The Aenar, yes you can. But the Borg and and Photonic are bound to that character.
All you need is a friend or fleetmate with an available officer slot. Trade the officer to him. Switch to whatever character needs the officer, and then trade the officer to that character.

You can also just mail candidate officers to yourself.

Looking for something new to play? I've started building Foundry missions again in visual novel form!
The only character I plan to kill is a low level Fed that I made to play the new Fed tutorial way back when and am rerolling as a Delta Recruit to check it out for Feds.
Before you even attempt to do anything in the way of Delta Recruits, I highly suggest you wait to see what the account rewards will be. If they are not worth the time and work invested, then don't bother.
You can also just mail candidate officers to yourself.
Candidates, yes. But I think he was talking about commissioned officers, from your active duty roster. I heard rumours that they mail be mail-able, and I tested it myself, but I have never been able to successfully do it. From everything I have tested, the only way to move officers from my active duty roster was to trade it directly to another player.

Aside from maybe freeing up a character slot.... there's nothing to gain.
