Shields resist, what, 75-90% of Kinetic damage (I forget the exact number now) because torpedoes are meant to do damage against hull.
Energy Weapons do a whole lot of damage against shields, because they're meant to damage shields, and not hull. Yet, they still do the same damage vs hull.
What if they changed that?
Would it be the QQ of the century or something that would bring people back?
On paper it actually seems like something that might work better than the proposed pvp hp mod for all. At this point it could be worth a try. But you know craptic won't do it.

What would, however, make torps good on almost every ship is if ships had dedicated torpedo front/aft launchers separate from energy weapon slots.
I would even prefer if they would go full canon and make beam arrays arcs more 3D instead that in some situations they practically shoot through the ship from impossible angles.
Wouldn't a canon like Defiant with real quad heavy cannons and dual torpedo launchers also be nice?

But srsly, I think it'd be awesome. There would have be sweeping changes made (which I highly doubt would happen), but it would make a variety of builds useful, instead of the DHC + 1 DBB for BO or full FAW loadouts that we see now.

The items you are proposing exist. They are called armor or hull plating.
My favorite is to combine ablative plating with neutronium armor. Just for fun, bump them up to purple XIV and enjoy massive improvement in survival.

Armor consoles also give shield resists (to be fair, maybe half what a hull has) to energy attacks (maybe its due to some technobabble explanation of vaporised alloys being trapped in the shield energy field, ect)
however, to maintain the 'shield, use energy; hull, use kinetic' status, give both the hull and shields base weaknesses to their respective attack type
