I'm on Win 8.1, freshly installed Java (latest version) and have downloaded old and current versions of CLR but am always faced with the same error message:
Error: A JNI error has occurred, please check your installation and try again
I've been trying off and on to get this thing to run over the last 6 months and never have gotten past this error. This spans several Java updates (which seem to install successfully and run correctly in my browser at least).

I think the only time I have had this issue, was when Java didn't actually correctly install!
It showed installed but, in actuality, it wasn't installed correctly somehow.
Do a fresh install of Java, make sure it is the correct one for your system and, I advise to do it in safety mode for surety of clean installment.
It never hurts to try a fresh install, also make sure CLR is fully updated as well.
