upgrade available confusion

I'm new doing the reputation system. I've gotten to tier 1 of the Romulan Reputation system and it says upgrade available. What am I suppose to do next since I can't find anything that says "upgrade" Please help. Thanks

Go to the rep screen. You should see a box that states "Upgrade Available". Click it to see the available upgrades. You should see one that basically states, "Claim Tier 1" or something similar.
