A nice tribute would be to use Kirk's "Most Human" quote, and Spocks "The Needs of the Many" quote somewhere on the memorial.
Lets us remember what he stood for, and embodied.
A selfless individual always in search of knowledge, and following the path of logic.
We all learned valueable life lessons, by witnessing the standards and ideology Mr Spock lived by.

On the other hand, I can't see his heirs denying Cryptic the authority to use Mr. Nimoy's likeness for a memorial, particularly in a game that he contributed so much to - from being one of the originators of Star Trek as a phenomenon (let us be honest, without Spock the show would have been so much less) on up to the speeches when we enter a new sector block for the first time.
I really don't want to see a statue to some guy name SPCOK.
