I'm sitting slightly above 275 and wondering where I can eke out some more.
Right now I have a deteriorating secondary UR with PartGen and grav, working on making it epic, 4 rank XIII partGen consoles (some UR), 1 particle exciter (no PartGen though), Nukara console, and Adapted MACO deflector (+ engines for +7 aux and torp damage)
Can I get any more Particle Gen or is it behind the REALLY expensive stuff now?
Salonae deflector grants 40 partgens at Mk XIV. Fleet embassy consoles give a little more partgen over generic consoles. Some Conductive RCS consoles boost partgen.
There are also doff assignments and fleet consumables which temporarily buff partgens.
if you have a secondary deflector at gold it gets an additional prtg boost, switch to using adapted maco shields and engines to use the solonea deflector and with the embassy consoles, a conductive RCS prtg crafted engi console and a field exciter with prtg it should get you to 400.

Ill look into the shield, but the PartGen RCS console is definitely gonna be expensive.

Yeah, pretty much.
"Cheap" never was and will never be an adjective associated with high perfromance sci builds.
Though in most cases (and if it's done right) those builds really are worth their pricetag.
the price of the RCS has been coming down but the field exciter is still 75 million which is rather expensive. A cheap way to try and get it is to buy the mk12 very rare version and upgrade them yourself until they crit and you may end up getting the one you need its how i got my RCS but didnt have any luck with the exciter but have been making enough money with the ones i did get to be able to keep going with it until i do.

If you have enough upgrade techs then it could work, I know i don't have may of those but i didn't grind like crazy like some did i may end up with 10-15 omega techs in total. i used superior tech upgrades and was able to make some money with the ones that did crit but not the one i wanted which helps pay for stuff i bought on the exchange.
Best way i've found is slotting multiple Mk XIV embassy consoles, Solanae deflector and also a 2nd deflector with [prtg]. Then there are a few uni consoles that boost [prtg] as well, Nukara Particle Converter is one I believe?
The Solanae deflectro gets a massive +50 [prtg] at Mk XIV Epic but that could be expensive.
Epic Mk XIV field exciter and RCS with [prtg] are expensive too but as you can only have one of each probably worth the investment to go for the best of the best.
Nice and cheap is the Vaadwaur drone console, it gives 20-23.7% (level scaling) bonus damage (end-of-calculation boost) your Particle Gen BOff abilities and at least some consoles (including the Isometric Charge console and the Vesta's Quantum Field Focus Phaser), but doesn't affect the procs of Secondary Deflectors, Dyson Science consoles, or the Tal Shair Adapted three-set.
