The goal here is to release something that players will buy and make an expensive build on. Then they bring balance back by making all weapons and items do the same thing. Time to get out the common mkx gear....

Get a hulk smash torp (biomolecular photon) and learn to torp with it.
I feel more bad about fixing the plasma doping bug, considering it was two years old. Considering it wasn't as broken as, say 10x penetration, people were justified in thinking that plasma doping was here to stay because Cryptic forgets about every bug it doesn't fix within a few months.
When i read "Plasma Doping" i got this mental image of a bunch of strung out ships at New romulus trying to get thier plasma fix from a romulan Plasma Dope Dealer lol
And it was just like that. Considering how cheap the mk10 infusers are and how easy to upgrade the first shot was basically for free.
Now we may even suffer from hard withdraw.

In my experience the one shot ability of borg cubes is often an impact of a high yield plasma torpedo. I dont see any changes for that.
you wont see the devs doing fixes that are to the players advantage
based on the high damage that the players were able to do the devs have raised the difficulty scales throught the entire game (especially PVE)
now they have done fixes that clearly reduces the DPS that the players are able to do... but its very unlikely that we will see the devs balancing the difficulty back to their normal levels again
the latest changes certainly have impact on the dps of many players but the ones which by default had only very little dps and used the plasma damage to at least be able again to play PVEs on adv. will suffer most now
the guys which did 50-100k dps clearly wont have any problems in future... but the ppl which got slightly over 10k dps can now forget to play PVEs on adv. or elite
