Photon, (with 3 projectile Doffs), has a high chance to fire 1 per second (so it would have more chances to trigger the spread proc).
Quantum, on the other hand, deals much more damage and triggering a spread could be devastating, especially after a THY3.
The point is that I don't know if it would be a wise choice: torpedo on the bare hull are devastating, but nowaday its quite impossible to reach the hull of a cruiser or science vessel.
So I'm afraid to waste the 3 doffs with projectile weapons officers, while I could use them better.
Don't know: I'd like a suggetion.
Do you think it could be actually possible for an escort ship to reach the hull of a cruiser with torpedoes ?

Your comments to me are suggesting that you might be going for PvP. I'll admit I'm no PvP expert. But based on what the PvP experts complain up and down about, I'd say your best bet is a bunch of Dual Antiproton Beam Banks with [Ac/Dm] [Acc]x4. Except that might actually be overkill on the accuracy combined with Surgical Strikes (which I highly recommend if you care more about winning PvP than not getting whined at).
I've been a test dummy for vapes in the past, and from what I can remember, it's, like PvE, generally a question of torps or energy weapons, pick one. The timing needed to fire a torp in an alpha-strike and have it hit bare hull seemed to be highly difficult, especially compared to the extra damage an extra energy weapon could put out. If your goal is to slam bare hull, one DBB with Beam Overload and the shield Pen doffs, combined with CRF to rip through (hopefully weakened) shields, with DEM for bonus shield penetration, might be more what you're looking for.

I confess, I really like alpha strikes: in normal fight I'm not really good, but in the past I killed many very good players with alpha strikes.
Once I killed someone who was trying to catch me while I was cloaked: he was close to me when I turned against him and decloaked dealing a massive alpha strike ahahah
He had a Temporal Destroyer, with very strong shields (3 players at once weren't able to kill him), but he didn't had the time to use Tac Team and died: great victory for a noob like me ahah
The point is that now I'm not able to withstand a fight, nor even for 5s against the top player: while once I had a chance to attack and cloak and maybe set a trap, like I did with the Temporal Destroyer, now the situation is: Visible = Dead
That's why I need something to improve resistance and damage: not to be on par with the best players around, but at least to have a chance ... to say: "Hey, I'm here men, you better watch your backs"
And that's why I'd like to something to do alpha strikes, and survive for cloak if the main attack fails.
And I'd like to begin from torpedoes (useful for alpha strikes I think)

Unless they fix the [Spr] proc to fire more than once in two blue moons, AND actually trigger off of the [Spr] torp instead of ANY torp (that can get annoying when you want to do something else), don't try to get one. If you already have one (or both), bank them and test their performance once the patch that addresses the procs is implemented.
IMHO, as it stands right now, [Pen] on a Quantum w/ 3 PWO's is REALLY nice. If you're a torp build, get 3 EWO BO DOff's and equip an Omni or DBB to trigger a Beam Overload, which then triggers the DOff's, which then bypasses some (or all) shields. As Mr. Math inside how that felt on his tank It's heavy RNG, it's a crutch, and it doesn't work for all Energy weapons that trigger Beam Overload (Experimental Proton Weapon that has had bug reports filed since 2013........)
Ultimately, it depends on your overall goal and what you want to do with it PvE or PvP (or both). (buggy) Loadouts do help with that.
yeah, I looked at that EWO doffs and they looks amazing: a salvo of 4 full buffed quantum torps would be devastating if they trigger 1-2 of their procs *_*
