DOFF/STO mission to obtain "Refugee"?

Granted one asylum months ago, before I realized they were useful for 50 dil payouts in certain missions.

Cannot for the life of me recall how I got it. How do I get another one?

    You can get them from doing the repeatable doff missions after finishing the colony chain missions in the nebulas.

    Very occassionally they will also show up in a Civilian Recruitment assignment. Best source is the Support Colonization Efforts assignment in each star cluster which was already mentioned though...

    I've also gotten them from the officer exchanges you find in Cardassian space. But those require a different doff as an input.

    Sadly, I have gotten them all too often when doing an "under-performing officer reassignment" mission at the Academy or Rom Command. Nothing says "waste" like spending 2500 dil to get a blue refugee; in those cases, I usually try to use them for cultural officer exchanges, or just exchange them back for 3 more greens. :(
