It could be that by the time you hit HE, the 4 second beam of doom has stopped, but I've had HE, RSF, and TSS simultaneously active while in a Bio-Molecular Shield Generator, and still not had my shields stay up. And that is on a ship with 13k shields and 84 to power insulators. And a Valdore console.
HE works. You must be using something else. And throwing shield heals on top of the effects of Tachyon Beam is pointless unless you clear the hazard.

No, I'm pretty flippin sure I know what power Hazard Emitters is. If you actually read what I said, I had 3 shield heal over time powers active while HE was ticking and the tachyon beams kept draining.
That was the most absurd point of it, I've had HE active or activated it several other time during tachyon beams and it did nothing, other than clear shield neuralizer, plasma fires, and provide the HoT/dr buff it always does. But it does nothing to TB.
I think that reginamala78 is right, and you either mixed up between the shield neuralizer and tachyon beam, or didn't realize that TB only lasts 4 seconds.

You're right HE does not clear Tachyon Beam but also 84 PI isn't much at all.
Regenerative Integrity Field + Brace for Impact = Can tank everything hitting you for about 10secs which gives you enough time to either reposition yourself and/or use HE/TSS/EptS
As been said on here before, I just use RSP plus TT or just distubute. For the tractor I use Polarize hull. Just have to time the skill uses correctly and you'll be ok.

When i do borg missions i just use 3 different skills to keep my shields coming back up. Also i have traits and specializations that help.
But yeah i wait until they drain my shields nearly to red. Brace for impact, HE, then EPtS, then activate an attack pattern and my shields recover back to max in time for RSP to restore them from the incoming fire correctly and the enemy goes boom.
Does it work. for me yeah, if it doesn't; I'll prolly never know. Since, you know, the enemy is dead long before I have to worry about it and my shields are repaired long before I attack my next target.
Will it work for you? who know's maybe. try and see.
Do they need to fix it? Who know's prolly prolly not. It seems like something borgs would do so i don't really mind one way or another. Though i find it odd they don't try to temporarily assimilate you or something. That would be hilarious. Lose control of your ship for like 15 seconds and it attacks your allies. Ha! Befaw III with torp spread from a pvp player ship on a drained player pve ship ha, would be worth a few laughs from time to time. I support this
when it comes to the tractor beam just use attack pattern omega for the temporary sheild and hull
or evasive maneuvers (specially is you have the Risian Drift doff like i do.)
Or if you're a cruiser and have anchored or something just activate befaw and sit back and watch the light show. Not like it can heavy torp you with a targetable torp under befaw and torp spread.
Not really sure when borgs became tough but to each their own.

I knew using Kinetics would be playing the game on hard mode, but what I didn't realize was how bad the deck is stacked against Kinetics.

You can't clear tractor beam with hazard emitters. That's just foolish thinking.
