It's been a while the PvP forums do everything but discussing PvP related stuff. Let's talk builds then! (please, don't divert this thread into the flames, keep the we-all-know stuff out lol).
I'm getting the Presidio Command Battle Cruiser in a few, just the time to refine the dilithium I need for it.
Why such pick? Simple. Geneva is a healboat, but I have already the Odyssey for the job. The Concorde is useless; and I mean useless, good for nothing. It can't do the healer as the Geneva does it better, it can't deal damage because it's the Presidio's task... it looks like the "Galaxy" of the bundle :P
Additionally, the BFI trait is... not that great: if you're going to die, those HP won't really save you with shields down: get the Pathfinder trait Ablative Field Projector, nearly 9k costant hitpoints that you're not going to need to heal. Tachyon Beam trait... let's not discuss it shall we lol. All Hands on Deck trait rules among the others, if you have Reciprocity like I do, get ready for some serious battle cruiser businesses.

What's epic about this ship? It is
powerful yet
balanced. No Intel clickety-click stuns, disables, surgicals. Nothing like that, and for me it is cool: more challenge in piloting it. It looks sturdy, resembles the Prometheus.
Since I hours of experience on the Avenger, I'm not going to have issues with cannons on the thing.

Weapons are covered. As far as it goes for the consoles, it's loaded with the essentials of course you'd expect to find on any reasonable escort/cruiser for damage dealing, plus the Samsar and the Presidio console. While I'm not completely sure about the Defense Platform performance, I'm for the Regenerative Integrity Field; it looks like an Engi Team coupled with RSP, high-aux Hazard that can save you in hard times. The set 2 acts like a mix of Neutronium and RCS. So two consoles are covered in that. Shall I just unload them and fit the tachyokinetic + enhanced RCS?
Speaking of boffs. Ltcmdr tac stays like that, no changes. I'm going to keep double AtD for it and keep it mobile. Should I make it AtB/AtD hybrid? (yes, there are reciprocity and all hands on deck as starship traits).
The Sci Team/EPTS3/TSS combo remains. Period. Same goes for overwhelming emitters (I want supercharged Valdore console!) and Suppression Barrage (killing of someone's Alpha in style, while making it easier to target your and someone else's guns). My issue is with Reroute Power from Life Support I. How is it? Alternative would be Engi Team 1; still, I have Ablative Field Projector which keeps me feeding temporary hitpoints, eventually Samsar's console, high-aux Hazard 2. More power to feed AtD and aux-related goodies may sound better than overkilling hull healing.

I question the rear EPW/Grav torp, as I wouldn't think the set bonus would be worth losing out 2 turrets, but I suppose if you want to punish someone for hitting SFM, it's not a terrible use of the slots.

no. The All Hands on Deck is the absolute opposite of Reciprocity, that's why they synergy so well. Reciprocity cools down tac BOFF abilities when you're missed, All Hands on Deck reduces cooldowns on science and captain abilities when you activate a tac BOFF ability.
If you don't have Reciprocity, of course you're going to need to cool down those tac abilities in some other way, that is AtB. Considering I have Reciprocity, I allow myself to use full AtD build and let the trait work for me.
I. Love. It.
The team component of command abilities is awesome, finally something that is not selfish in a team. The inspiration mechanic is a nice touch, and Command abilities are not overpowered. To the contrary, they require brainpower to time them, like using Suppression Barrage to kill someone's vape, mitigate an enemy's alpha, slow down someone for the team to attack it, coordinate with Rally Point that incentivates to stay in the group. Basically, it puts emphasis on communication, something that looked like to be thrown out of the window when intel came out.
I'm definitely sticking to this ship. It's a challenge to use!
If only command came out before Intel... if only... Maybe things would have been different.
I wish this happened too. The season would have felt much less like a moneygrab, and PvP populations may not have been so completely devastated.
Just unlocked the trait and its very nice, just thinking about dropping auxtobatt for auxtosif and running bio gel, however the auxtobatt cooldowns on command abilities seems ridiculously good.
I never ever even had the idea to fit the experimental proton beam array rear. You are also fitting the gravimetric torpedo rear and you are using rapid fire already. A proton particle stabilizer would further enhance torpedo damage (i know you are speculating on spatial rifts) and interestingly allow rear rapid fire ??? I had no idea that is even possible. Interesting. Implying protonic polaron to get the most kick from tac consoles and ordonance set. Hmm...
Nukara shield is good, alright. Still i'd prefer the shield reg from full borg, especially as you run the cutting beam already. The tractor beam compliments that nicely. Another idea might be 2 set borg and 2 set kobali, taking the hull reg from both sets, that would, however, equal refitting the kobali warp core (replacing whatever cap with the kobali shield buff).
Speaking of warp cores: you are going for phaser damage/accuracy with heavy bio turret and hydrodynamics compensator. You could switch from phaser to antiproton, installing the Obelisk Subspace Rift Warp Core and Omni-Directional Antiproton Beam Array (+antiproton/raising maximum aux/shield reg buff).
I think reroute power from life support is worth it - however that is with respect to an eight beam bank broadside setup. Lets face it - the crew will be disabled quickly in any case. If you need the power it is a good skill. AtB is a possibility but it cuts into your aux and on that ship this will be problematic at best.
Regarding your suppression barrage problem - rally point is good for broadsiders - not so much for DHC boats. Phalanx Formation maybe.
