Guardian Cruiser Build - PvP/PvE

Could anybody give me any help on how to make my Guardian a better tank? I don't like to use escorts, and I don't yet have a Command Battlecruiser. The build is in the link below:

I also don't have any Mk XIV items yet, any help would be greatly appreciated.

EDIT: I probably shouldn't need to point out that I'm an Engineer.

Well, by tank, do you mean that you want to draw aggro and live through it? Or do you just want a ship that's not gonna die and has gimmics all over the place? Because if you want to be effective, a lot of the gimmics that don't actually do much are going to not have a place.

To be fair, the gimmicks are just there for PvE and until I get something far better, and I think that the Guardian's gimmick has its uses, just not in hardcore PvP. I'm also level 57 on my Eng, which could explain a fair amount.
