So I currently have a command ship with wasted crappy seating because I don't have enough spec points in the command tree to have any command boffs. This is a perfect example of the reason one needs faster access to spec points. not instant but faster.

I haven't read the whole thread so maybe I'm repeating what others said, but you do know that you don't have to have any points in the command spec tree to use command boff abilities? I just used the Kobali samsar with command abilities yesterday and my toon didn't have a single point in the command tree.

Command boffs come with some abilities, you can buy training manuals at your main starbase (esd, qonos, new romulus), or you can get them on the exchange.

Yup. That is pretty much exactly how I feel. Though I suspect it's a completely foreign way of playing and thinking about the game to many posting on this thread.

It is interesting to note, since STO is not an MMO really is it?

It's a Star Trek themed single player adventure game with RPG elements and an always online requirement. It has quite frequent DLC that usually consists of some micotransactions, not-so-micro transactions and content - the biggest chunk being an arc of scripted single player story missions.

There is no group play and I believe the fallout from this, like the dead queues and the shunning of PvP, is because the majority just aren't interested in it - so Cryptic focuses on the single player.

That is your problem right there. Players who complain about length of grind refuse to improve.

There is no other way but improve your piloting and DPS because you kill faster and you move faster.

Weren't you the same person who, only yesterday, claimed to be able to finish off a single Argala run in 17.3 secs?! Well, my days of not taking you seriously are certainly coming to a middle (name that quote, :P).
