Getting the Kobali long jacket costume

Looking at this about blog about Dust To Dust -

I've seen the image of human characters in the Kobali costumes, including those long kinds of coats (third character from left, lady in blue). While I've gotten the Kobali clothes from originally doing the Dust To Dust mission, I didn't get these long coats? Is there anyway to get them?

    It's not a coat, its a robe. Under lower body uniform. And you have to switch to Kobali armor.
    Well excuse me for having enormous flaws that I don't work on.

    Yeah, agreed that it's a robe bottom.

    You have the option for, pants or, 2 or 3 different robes, than can be worn for the bottom section.

    Also, the pants can have a side attachment to them as well!

    I got the uniform, but of course my Orion Klingon doesn't get a helmet...sigh.
    Nor does it get a helmet when I fully unlocked Honor Guard...again...sigh.
