Missing pieces on the Formal set?

I was just wondering if the missing pieces on the Formal set that was given for free were intentional, a bug or I am missing a step on how to access them. I am talking of elements such as the front and back flaps wearable over your legs.

    put on the belt part then they become accessible.

    That being said.. they defy gravity and thus IMO look stupid.

    Yeah, those formal dresses are just...ugh. They're not exactly... "elegant" looking without the flaps, but the flaps themselves look terrible and can't salvage the look.

    Considering we finally got a long skirt that doesn't clip too badly with the Talaxian outfit, it'd be nice if they could add an actual dress/gown to the formal set. Not expecting it, I know how often old costumes are revisited, but it'd be nice.

    At least Zeroniusrex wants to get the suit option in for female characters. That'll give formalwear owners a nice outfit.
