well i would get 2 copies of surgical strikes and chain them, also beam or cannon reduce cool down doffs work on surgical strikes.
I don't know if you have the phantom but both traits work well on both ships. (battle ready and reprocity) Higher defense and reduced CD on intel and tactical.
Also i love the eclipse layout cause the commander engineering with intel is basicallly like having it as tactical. I prefer Surgical Strikes over Fire at will, i have my targetting set up so that i will attack anything in range regardless of selecting them as my target which allows surgical strikes to act like FAW attacking everything but i can select a target and all my beams can focus fire on one target.
crit severity definitely goes over %100, im at %140 myself.
Also i would look into getting 2x fleet embassy plasma consoles cause that's an extra 9% plasma damage from EACH console.
if you change the uni engins to science i would get 2x doffs to reduce cooldown on tactical team to be able to keep tactical team running.
if you run 2 copies of emergency power to weapons you don't need damage control engineer doffs to keep the cooldown low.
