Allow combadge on all "Uniform" options

I was just playing around with some of the new Kobali uniform options, and I started thinking "Man, this could be a nice standard uniform piece- if I could equip a combadge."

Just saying, any time a uniform is gated as an "on duty" costume, why not enable combadges?

Just a small request.

Or better yet, just remove all uniform gating. Thought I'd throw that out there.
