Just an idea but wouldnt it be cool if a character could reach max level in all necessary R&D schools (Engineering, Science, Beams, Cannons, Shields) that they can then actually begin to R&D full starship designs or even upgrade an existing tiered ship to the next, even to T6?
Granted, it would be EXPENSIVE in terms of mats and dil and time but would it be worth it in the end? Lets say, for example, your favorite ship is only T5U (lets assume T5 to T5U would still have to be purchased via the Z store) you could then, if you had the skills, the resources and the personnel (special, rare doffs, for example), work to actually improve the ship to a T6.
Granted, this ability would not take the place of new T6 ships of the line presented via the Z store or lockboxes and possibly wouldnt be as powerful as these ships, but would give you a chance to modify your existing ships to a higher level (a T6 lite?). Love the Deifant? Currently a T4 ship (not counting the Z store version) with this ability you could, theoretically, make it a T5 and then purchase the upgrade to a T5U. Possibly upgrade it again to a T6 lite?
Just a thought something real to aim for in R&D maximization.
The Aegis set is still nice maybe a T6 Aegis Starship (Sci/Cruiser/Escort)?
Would have to be completely new ships since the stats for the current ships are fixed. When you upgrade a Tier 5 ship to Tier 5-U, you are not upgrading your current ship, but replacing your old ship with a new ship with better stats.

It's a promising idea, and since my main character is a hair's breadth from bringing his last research school up to level 15, it'd suit me quite nicely. That said, CBS (the boss-of-bosses when it comes to this IP) won't allow end-game Constitution-class ships; what you propose would have to conspicuously exclude them, and that's proven to be a hot button topic in the past.
I had always held hope this game would eventually allow you to craft your own starships, similar to Galaxies, where you could control stats, slots, etc., but alas I now realize that is a pipe dream.:(
Except instead of being able to directly fund and build your own starship, you fund and build your Fleet starbase + holdings, and their NPC crews grow, and are eventually able to build and provide you with a stronger Fleet ship.
The final touches is simply you providing the Fleet Modules.
I am not sure I would agree with upgrading lower tier ships but certainly T5u ships to T6 would be cool.
I might even be tempted buy upgrade tokens for many of my T5 c-store ships if this was the case, something I have not done yet as I could not see the point in paying zen just to upgrade to T5u.
When I think about everything we've been through together,
maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.
