Suspected hack? - "Galatic News Network"

A few minutes ago, while I was doing Foundry editing, a dialogue box suddenly appeared that said "This is a test of the Galatic [sic] News Network". A few minutes later, it appeared again (while I was actually AFK, so it wasn't related to anything I'd done). This time clicking "OK" didn't get rid of it, only clicking the "X" worked.

Is this a genuine test, or might hacking be going on? Would be glad of confirmation.

    Happened to dozens of users in RedditChat, who told of people in ESD Zone chat freaking out about it. If memory serves me, there's a system-wide communication tool that they were, suprise, testing out.
