If you are a Fed, when get promoted, you have Spock congratulating you.
If you are KDF, when you get promoted, Worf congratulates you.
If you are Rom, when you get promoted, Sela Congratulates you.

Can you tell which thing is not like the others
by the time we finish our song.
It is odd to me that Sela, the person who was depised so much that Tiaru Jarok was in favor of just putting her up against a wall and having and end to it, would be congratulating us when we gain a new level, when the player character canonically serves with the RRF. I call for an immediate casting with the voice of D'tan, or better yet, Obisek!!

Now that the Republic is more developed, makes sense to redo the VO for level-up - especially now that we hear it for every new spec point awarded. Jarok would be my #1 choice. They obviously still have the actor on speed dial, given that she was around for DR.

Here's a surprise for you. They also happened to play characters on Star Trek. If you honestly think Cryptic put the voices up and expected them to not be seen as Spock, Worf, and Sela, you need to take some critical thinking lessons.
Three well known Trek actors providing voices for the factions they're most easily associated with? Iunno, looks fine to me.
I mean, if you wanted to be pedantic, you could correctly argue that Sela isn't a representative of the Republic, but rather the Empire, which isn't technically the faction we play. But you're missing the point if that's where you're arguing from.

You can't hear D'Tan's congradulatory message anyways because he's too busy prostrating himself to the Vulcans. If someone's face is constantly to the dirt as they're prostrated all the time, you can't hear them well :cool:
Maybe if the Vulcans tell him, "Shoo! Shoo!" then D'Tan can actually acknowledge the leaders of his military.
Unless D'tan's voice actor is a Trek alum who is easily recognized as a Romulan, then no.
