Ive been having some mixed results when it comes to space PVP. I'm a lvl 59 ENG with an Intel cruiser, when fighting against other cruisers, it either ends in a stalemate or I win. When it comes to tac ships, I get owned. Below is my build:

Aft Weapons:

[Ancient Omni-Directional Beam Array [Acc] [Arc] [Dmg]] very rare

Clearly you are PvPing with friends/fleeties, the PvP forum may not be the best place for advice for this type of play.
Couple glaring issue:
- [Dmg] is the worst mod, get at least [Acc]x2; with Surgical Strikes maximize [CrtD]
- Abilities are too varied without any focus/specialization.
- Too many different abilities means you are losing out on efficiency, leaving you waiting for cool downs.
