I get to level 10 and get a freebie ship. I may not be rembering what isaw but i'm sure the other 2 groups had more than one choice.
Romulan one- ok, it is quite a funny looking one (you pick your ships your way, I'll pick mine, my way)
I understand they are in rebuild mode but they are now allied with another group, couldn't we swipe, I mean,get one from them?
I try to rename it, it says "you do not have a ship by this name" and refuses to rename it
Next: how can I get rid of the idiot from her homeworld, the tactical officer?
Am I stuck with him?

If you mean Tovan Khev, you're stuck with him. I don't understand why - I mean, they could just have him as an NPC who joins you during the story arc missions - but he's there. Like the former friend who won't take the hint, like the person at the party who refuses to leave when everyone else is gone.
You're stuck with Tovan because so much of the story, up until "Installation 18", involves him and his sister.
On the plus side, he is a rather useful purple Tac officer. It's just a little annoying that you get stuck with him whether you like it or not. (At least you can dismiss the Tac officer from the Fed tutorial, although I don't.)
Oh Tovan, our old, worst friend. Well, we're stuck with him. You wouldn't believe how many threads were created and comments posted which all requested a dismissable Tovan. Devs say no and that's final.
Yeah the romulan shipyard kinda sucks, especially if you want a sci ship. But what they lack in quantity they've got quality wise (except sci). The romulans have some of the best cruisers and escorts (I know they are technical all "warbirds" but that's how they play) in the endgame, there aren't many to choose from but those that are there are great.
But if you want a proper endgame sci ship go the fed-route, they are the only ones who have them. Klingons have it just as bad as romulans in that matter.

when I go to set up stations on the ship, under Tactical, I get a choice of HIM, the other ones don't even show up.
The renaming issue, you can't be in that ship as your current vessel. You either have to be in a shuttle, your other large ship or on the ground. Then you can rename the ship. You also can't name it the same name as any other ship in your roster.

Tovan Khev - your constant companion.
It is because they initialy thought that having your starting BOFF that you can control would be useful, and integrating him into the story would make sense. He's basically like a companion in Mass Effect or TOR.
Only later - once all the missions had been implemented and release - where there suddenly voices that wanted to get rid of him. But that wasn't feasible, he was integrated into those stories, and the system wasn't designed to handle selectively disabling mission access based on avaialble BOFFs or something like that (and then having to deal with people asking why they can't just replay the missions because they deleted Tovan without understanding the implications)
And changing how this works would require a lot of effort for very little gain.
For the new Federation Tutorial and the new Klingon Tutorials, they got wiser. They ensured that the characters are introduded as NPCs and don't appear again in later missions.
But it also means that they can't actually write BOFF stories into missions. And I think that's actually a pretty big loss in terms of story-telling potential.

you get more choices at other levels. There are virtually NO sci ships, so roms will get a tactical ship at every 10-level and a random slightly less but still tactical choice. At 40 you are offered the sci ship. At 50, if you paid for it, you can get a DD or a tvaro for sure. The level 10 ship only lasts a few hours of gameplay, if that, before 20 and another ship is offered. The nimbus levels, you won't even USE whatever ship you get, its almost 100% ground missions for 10 levels. You may BUY an allied ship for DIL or ZEN up to level 40 ships (including). That is, you can use anything that is t4 and below that is not a mirror. The only reason to do this is if you bought one of the lowbie ships for a console, or a freebie (they gave some away over the years) or the like. I would not buy any ship below tier 5, and would seriously consider t5 to be questionable at this point for most ships (scim being one worth having still, there are others).
The rename bug clears up once you claim the ship. Just rename it once you actually have it -- you can't actually rename it upon acquiring it, its a bug, but its free to rename after you have it in your shipyard.
Tovan at least has RO, which means he usually is worth using until level 40 or so, by which time you may have all SRO if you are careful about how you pick your reward officers AND get lucky AND do your duty officer recruitments along the way. You can't get rid of him but you will, by the time you have all SRO officers, have enough space to tuck him out of the way.

I chose my ship, I went to rename it, in the personalize vendor and it wouldn't let me.
ok now managed to change it, under U, small tab next to name.

With the new system, boffs can learn multiple skills, there is no more 'overlearning', which can be selected, so you can do with less boffs and less slots.
