Take the Koro'tinga skin and beef it up slightly, thicker nacelles. Get rid of the thin bar supports all over it. Call it a light cruiser or fast attack cruiser.
For as limited as the KDF & Rom ship selection is at T6, a Cruiser is not what the KDF needs next. Neither is an Escort. The Qib and Mat'ha fill these roles very well for now.
If anything, the KDF needs at T6 are the following ship types in priority (IMHO):
#1 Bird of Prey - The BOP should have been the most obvious candidate for being an "Intel" ship. Throughout Star Trek, outside the full-on battles, the B'Rel Bird of Prey had been repeatedly shown to be on special missions, oftenly on their own without any other fleet support. From actions like STIII where a Capt Kruge takes his B'Rel alone into Federation space, attacking Starfleet vessels, causing trouble, all in an effort to get the Genesis Device. To "Undiscovered Country" where Gen Chang takes his special B'Rel to hinder peace talks with the Empire and Federation. He didn't have a fleet with him, just a special ship, and he was taking on the famed USS Enterprise and Starfleet's best, newest baby, the USS Excelsior. To actions like in DS9's "Once More Unto The Breach" where Gen Martok takes a handful of only B'Rel BOPs to conduct raids behind Dominion/Cardassian lines to draw forces away from the front, an act that Sisko called "a cavalry raid." All these examples make the Bird of Prey a great candidate for "Intel" specialization at T6. The BOP as a whole is also the last thing that is truly unique to the KDF, and it really needs a T6 version.
#2 Carrier - The KDF in STO are the originators of Carrier (CV) gameplay with the Vo'Quv being the game's first CV. I don't care if the T6 KDF Carrier is TAC, ENG, SCI, Hybrid Specialization oriented. But we need a Klingon Carrier at T6.
#3 Science Vessel - Just like the Roms, we have a gaping hole for T6 Science Vessels. Even if the KDF *DID* get a T6 Carrier with a Science slant like the Sarr Theln, it will not have the Starship Traits to improve Science abilities. It, like the Sarr Theln, will not have a Secondary Deflector slot nor Sensor Analysis. A SCI Carrier like the Vo'Quv, Sarr Theln, Atrox can perform Science abilities, but they will never perform it on the same level as a truly dedicated Science Vessel.
I think that next kdf T6 ship should be a Bop with a good ship trait.

I would like to see if the people at Cryptic would solve the bird of prey and science ship problems by giving the existing bops their own specific roles and then making more bops with various roles that better fit for engineer and science roles but still be able to keep up with tactical vape builds.
Although they aren't going to put much into this idea even though the idea for various bop roles was one Geko stated in interview long ago but never came to the game much less I doubt it even went any further than a thought stated on a podcast. A good start though is putting out something that will help the dyson ships too with proton disruptor weaponry that kind of works like the aux cannons for vesta except giving us a bop that has comparable to the vesta but more Klingon than federation if you catch my drift
The Mat'ha is counterpart to the Kumari, not the Phantom. Apples and Oranges(I'm not saying it's fair; quite the opposite).
The Qib is a statistically superior version of the Eclipse; faster, stronger, and can freely cloak in combat to prep that ambush bonus. OSS+SS/BFAW+Ionic Turbulence+the usual suspects is no joke; especially once you start tacking on Aux->Offensive(which OSS pushes even higher) and Armor Penetration. There is nothing 'mediocre' about either the Eclipse or Qib, but the latter is an objectively better ship.
Mogh has the innate ability to cloak/get a decloaking damage bonus - Avenger has to waste a console slot to achieve the same result.

Mogh and cloak ohh wow yeah dont forget that crappy cloak that pve ignores and once your engaged in battle cant be used again. so you get that slight bonus ONCE. but with our massive crew sizes it takes forever to heal, that if we manage to heal.

I don't know if I agree with that.
The Mogh, Qib and Mat'ha have all been superior to their Federation counterparts.
I do agree that what the KDF gets and what it needs are two different things though.

One of the most coolest looking bird of prey. Right now, there's no retrofit, Mirror or fleet version of it.
I hope it will be able to heal while cloaked just like the B'rel
