Full disables, like PSW, Tricobalt weapons, etc, are resisted by the Inertial Dampeners skill, I belive that subsystem disables - phaser proc are not. Subspace Decompiler skill affects PSW, subsystem targeting, Viral matrix, Charged Particle Burst and Tricobalt weapons - phaser proc is not on list.

Nah, I'm pretty sure it's a Hold (that's the category that Ionic Turbulence's disable is in). That's basically the ground version of a disable, so it's resisted by a space skill that doesn't exist. That's why it ignores all anti-disable stuff and isn't affected by subspace decompilers.
They basically work the same way as disables do, they just aren't considered disables by the game code.
As a bit of an aside, so to speak...is it actually doing the wrong type of "disable" given it's name?
Load Viral Warhead...might have one think of oh say Viral Matrix. Viral Matrix is a Subsystem disable. The Load Viral Warhead on the other hand is doing a "stun/hold" disable. Which gets into the realm of the Nadeon Detonator console and having torps that do Photonic Shockwaves, eh?
Load Viral Warhead...is it even supposed to be that kind of disable, eh? Wouldn't it be Load Shock Warhead or something of the like?
