Sci/Sci Build Paths - Help?

I'm trying to figure out a build path for my Sci toon, and I can't figure out what to do. I'm not really looking for a full-on build - just a sort of area to focus on.
To my knowledge, the only effective things Sci/Sci can do are partigen mayhem (FBP, TBR, 5 consoles, Solanae deflector) or drain stuff (Siphon, Tyken's, Target Subsystem, 5 consoles).
In short, I'm bored with those two. I ran partigen with reversed TBR before crafting, the week after the doff came out. I did drain even before that.
At the time, not many people did it. Most were doing drains. Then Particle Manipulator came out, and everyone and their mother started doing the same thing.
I tried comboing Viral Matrix together with doffed Scrambles, but it doesn't seem particularly effective. People with the warp core doff just shrug off the VM, especially since it doesn't do a thing to shields, and with people running EPtE, they never stop.
That's offensive. Concerning defensive options, I've been running an Enhanced Neut together with EPtS1 or 3 depending on build, EPtE1, PH, TSS, ST, HE, ET depending on build. Sometimes I use a pair of doffed AtD. Anytime I do any PvP, it's the same story - Viral torp, Ionic'ed then Surgical'ed into oblivion.
Miscellaneous questions: Does pumping Dampeners sky-high resist Viral Torp? If not, what does?
At what point do I need to use Evasive to escape Ionic? Does Hazards clear it if cast on a teammate?
Thanks for the help. This is my last-ditch effort at PvP viability without just going all the way into FotM. If I can't get anything to work, well.....I guess that's it for me.

The damage isn't anywhere near as high as a PartGen build, but you can pull in damn near half the map for those inevitable Argala runs and have a 15-20KM wide GW to TRIBBLE over cloakers in Arenas and CnH.
TBR and EWP don't benefit as much from GravGens, but they're mostly there to fill in the gaps between GWs.
