From a bit of trial and error, I have found a few baseline things to use that allow for a bit of extra survival this season.
INTEL:
Intel consists of two main things. DAMAGE and DISABLES. To survive, a few things are needed.
Speed - Allows for a quick escape from areas of high Intel
Hazard Emitters - Allows for removal of hazards like ionic
Damage Resistance - Resists against high burst damage
Shields - Keeps torpedo damage down
SPEED:
Ships with a lower hull and shield value will need to use EPtE to obtain an impulse speed above 50. This allows for a ship to escape from EMP probes, and ionic turbulence. It as well allows the user to escape from people using things such as Surgical Strikes or Neutronic Torpedoes with a margin of success.
For ships with low hull values, this is a critical value to have while those with higher hull and shield values will be able to resist the damage on their own therefor it is optional.
Hazard Emitters:
Hazard Emitters applies a few things such as a HoT and damage resistance. This as well cleanses the ship of debuffs such as Ionic Turbulence, Warp Plasma, and Emission Torpedoes. Removal of these allows the ship to resist the disabling and resistance debriefing effects of ionic as well as removing certain movement debuffs, allowing for an increased defense.
DO NOT waste hazard on things like DoTs.
Damage Resistance / Shields
These work together, where higher is better. A higher regeneration to hull and shields is also recommended this season. Before DR, a resilient shield would be the best to resist against damage. This season not so much. There has been an increased ship HP number as well as bonuses to resistance and defense. There are as well a lot of torpedos being spammed this season which shields have a negative effect on so Regenerative, particularly Dyson, is best. Stack this with the Emergency Secondary Shielding trait, and you now have shields that are quite difficult to drop.
Hull resistance and Hull repair kills damage to your ship a decent amount. Where this becomes most important is versus neutronic BoPs. From parsing, the average hit per torpedo is aprox 60k each vs no shields. To survive with NO SHIELDS, this is the minimum value recommended.
Cruisers will have it easier here as they already have a higher hull value. An escort will have to decide what to sacrifice however to reach these numbers.
Neutronics
I will give Neutronics their own section. For these they do a few things, knock down power levels, do high burst damage vs multiple targets, and do a descend AoE attack. This makes them possibly one of the deadliest weapons in the game so to them they need extra attention.
A ships main focus this season needs to be pretty basic: survive these torpedoes. Along with the tactics mentioned above, a person will want to kill the people spamming the torpedoes. A bop will have X amount of hull and generaly not the highest. They can then choose medium res vs everything or higher vs kinetic. Shoot them first.
If you hear them coming you as well should hit brace for impact, no matter what your kinetic res is, this still adds a decent buff and keeps crew alive.
This is a brief overview and anything that I missed i can add.
I will add briefly, this is not including faction specific traits such as viral torp, as these are generaly un resistable and are just going to work if you have them or do not.
A fed gets extra heals, therefor feds should do the most tanking, a rom is to get out fast, and a kdf is mainly damage.
I'm wondering if the last two threads are a consequence of mine.
When I face Intel, I follow these rules:

- If it's too heavily spammed -> warp out.

About Reckless abandon countering the disable... that's the biggest lie I've ever heard in these two months. You can't hit evasive if you're permanently disabled.
Intel from one player has been giving me almost no issue a good 90 percent of the time. Two players or more decrease that percentage heavily. It's also why I keep an evasive at 25 second cooldown Allows me to get back in the fight faster that way. Oh and what they said about epte1 and aux 2 damp 1 with doff. You can't go wrong with having kinetic, energy resist, turn, more speed for 23 out of 30 seconds. Best thing that ever happened to the escort/warbird class. The keeleel cleanse with 2 purple eptx cooldown doff is a blessing in itself. I used to run 3 zemeks with apo3 alone but I would almost swear this is a far superior and cheaper doff setup overall.
If I happen to catch an intel noob decloaking on me pretty much the first thing I do is hit evasive before any of his **** reaches me. This way that 2 second pilot thingy will actually catch on and by that time I will pretty much be 20 km away and cloaked again. It's funny people used to QQ about me running from fights all the time and now in today's game it's pretty much the only way to survive intel spam IF you are not a tank.
I had to use the intel **** for 2 days so I could gain actual experience on what's coming at me and judge for myself how op it really is. My findings are from one person against a geared up aware player it will not be op at all. However two or more people (SEE Homo's Oooops I meant Hobo's) and it gets op really fast. I mainly referring to the ss ionic combo. I do have to question why they allow ss to fire energy weapons from cloak though? Can't wrap my head around that one.

Geko's just an incompetent when it comes to designing game powers. If he wanted to kill PvP, to me he did. All I see are privately organized matches in opvp. To quote drunk, the fun is ****ing GONE man. What's even worse is that a lot of people complain about intel, but somehow it gets all nice and dandy when they're the ones using it. Some even dare to smack talk about how good they are. Hypocrisy at it's best.

Pray. Pray that you find favor with the RNG gods, more so then your enemy. May he buck and shake while you're crits strike true! if you can at least position well enough to keep your targets in the arc of beam arrays, and you got SS3, you probably have enough skill to take care of everything else.

Rad damage is a form of energy damage, not repelled by anything but 'all energy' resistance. elite shields will almost always have 0 stacks vs it, and often times from the logs i look at, the rad damage gets applied before the kinetic, making it most effective of all at beating down shields so as much kinetic damage as possible makes it to the hull. All that on a torp with the highest base damage of all. mk12 isn't to bad, thanks again upgrade system, ive yet to survive any mk14s from cloak.

Actually there WAS a space concerns directory well before a ground one, and Kollins started the first ground one although his was more straight bugs rather then peppered with opinion about things that work as intended. Concern directories are still good ideas, however I prefer they be objective and look at bugs only vs. "I don't like XYZ power nerf it".

Well the only real way to show that something may be wai but still overpwered is by general common concencus. Basically majority rules. And then we have stuff that on it's own is not so op take the tr 116 in today's ground pvp game it would be circumstantial depending on other powers and class of player. But of course a team spamming this thing is going to be way op. Same thing with the intel snare module on it's own it does nothing the hold aspect of it is willpower resisted. Concussive delta power from one tact can be survived. More than one you really turn it into something it shouldn't be allowed to do. I mean what are we all supposed to do on ground pvp now? 5 vs 5 Sci?

Best way to survive Delta is not stop doing PVP, and maybe (just MAYBE) if the queues hit a hard 0, they may do something about it in a few months.
