Unfortunately, as the previous poster said, you can only buy ships in the C-Store if you have a character that can use it already.
Don't worry if you can't level your character fast enough, there will be more sales. Every few months there are Zen sales, ship sales and what not. Just need to be patient.
And who knows- by then, there might be something that you'll want even more.

Why would they not let you buy a ship just because you don't have the level yet? As long as the ships have the level requirement in the description when you buy them, I don't see the harm.
I'm sure they did it to avoid angry tickets from people who bought ships they couldn't yet use, but it really penalizes everyone for a small minority. I don't currently have a KDF character, but if I wanted to buy a KDF ship during the 20% sale to have when I hit 50, I should be allowed to do that.

the policy's fine. the world is full of morons who accidentally buy something they can't use simply because they're not paying attention to what they're doing. the level policy means you can't ever buy a ship you can't use. it's better that way for everyone. and it's not like they don't have ship sales every few months that prevent you from every getting it at a discount later.

This seems to be at odds with the policy for the summer and winter event ships. I seem to recall you can claim a ship even if your character is below fifty. You just have to store it in the bank until you reach level 50.
Summer and winter ships are limited-time and can't be purchased, so 'accidentally' acquiring them through the daily missions won't result in complaints that the game 'sells stuff but doesn't let you use it.'

I think others have explained it pretty well - you don't need to spend money on the Event ships. (At least not normally. I guess someone that bought lockboxes and what not to get Lobi to buy Autographs or Pearls would still be screwed. But doing that requires a lot of extra effort and is not done with a single click. )
