I thought once you got a Breen ship that you could get it on another toon for 40 pictures. But I just bought all 3 ships on different toons and when I try again they still coast 1000 pictures. Anyone know whats going on?

So I am using the junk fighters that die faster than I can crank them out. With the trait to do that faster and high aux (often, due to intel, talking 150+ aux...) ... that is saying something.
We can hope the patch tomorrow takes a stab at it. Who knows? The *cryptic* patch notes just say its an update... a one line meaningless statement with zero info.
Who said ONLY the Chel is broken? The last time I checked the ONLY one that wasn't broken was the carrier. You buy it for 1000 on one account and you can get it for 40 on the others. However, and a fix is incoming from what has been posted in dev forums, you buy another Breen ship, say the Chel or othe other one, and the discount isn't applied. That's two ships affected not one.
Just say'n, don't short us the fix by one ship.

Only the Chell Grett is broken according to the devs for only the people that acquired it for the Winter 2012 event. Sometimes the reputation projects get stuck so resetting them by slotting up a project and cancelling it might help, but it is a problem with the reputation system not the Breen ship discount. There is also server lag, player error, and other reasons why the discount might not work. I personally tested the Raider just now on an alt that never entered the Winter Event before and the Breen Raider discount worked. So if it is broken, then it is a bug that you are experiencing, but not me.
The only one that seems to work as intended is the carrier, I've unlocked the Chell Grett today and it didn't unlock for my other toons, yesterday I unlocked the raider and same thing happened, luckily I took screenshots detailing the entire process just in case.
As I said before, the only ship that is confirmed not working by the devs is the Chell Grett. For lots of players, the Plesh Brek Raider discount is working as intended. However, that might be the difference between unlocking it this event vs. unlocking it for the last event. So the only thing that can be done is keep 40 autographs available on each alt so that they can finally get the ship if it is a problem with their account.
The Sarr Theln, once unlocked, was 40 for all other alts. All characters will be buying a second copy, to be left boxed, of all three Breen ships. This way I can strip Consoles and dismiss the ship until I am going to play it to conserve on 'dry dock' slots. All characters will be using the Sarr Theln now or after I unlock the Mastery on their current ship.
I was not playing the game during the two years ago Winter Event so that is probably why I am not having this problem at all.

I'm hoping the discount works for the Raider as well so I can unlock the Frigates. I have heard a lot of people (even those that didn't previously own either ship) were having problem with it.
I'll find out in a day or two. I was a little disappointed to see this weeks patch notes don't address this issue.
The patch notes for tomorrow say nothing about the issue, so it's not going to be fixed.
This is exactly the way I have heard it as well.
If they don't fix it, I'll just stick with the Chaos Fighters on my Carrier and save the portaits for next years ship.
I don't think I'm going to drop the 1k on the Raider until it's confirmed fixed. I only want it for the frigate pet unlock for the Sarr Theln, I don't care at all about the T5 ships. If I unlock it and my other characters can't get it I'll be very unhappy.
The Warship and Carrier discount fine on other characters, but not the Raider.
The sad part is, Ive been seeing many people in the Wonderland zone chat that either the carrier or last years ship isnt unlocking either. Not everyone but enough to make me wary to even attempt it.
Im getting on Tribble once I have my pics to see if it works before I take the chance. This year's Winter event feels like a gigantic lockbox. Maybe we get lucky and get ships or maybe we dont. Bleh.
Yesterday was the first day for unlocking them if this was your first winter, so it wasn't obvious that it was a problem until then. Before then devs said ir was just old ships, and people guessed maybe it was old Q pics.
Nope, it's broken in general except maybe for some people that do have ships from past events. New cruisers and raiders do not unlock the discount.
There are a half-dozen threads in the bugs subforum, so once the devs shake off the eggnog we can hope they'll fix this.
I got the Sarr Theln on my main this year.
All three toons I did not have last year have gotten the Plesh Brek and the Sarr Theln for 40 Q photos each.
Two of those three toons started the Chel Grett but didn't finish last year. I got the Chel Grett finished this year on one of the two toons I started the project on last year. That toon can now get the Sarr Theln for 40 Q photos. The other cannot even slot a project for the Sarr Theln, because you can only have one Breen ship project slotted per toon.
None of my toons can get the Chel Grett for 40 Q photos. I'm obviously not going to cancel the project on the toon who has 600 or so Q photos into it already, on the chance that it will give me the discount, particularly when info from the company says it's bugged. I tried starting it on one of the toons I didn't have last year, after one of my toons got it this year. It said 1000 even after starting. Cancelling it and restarting did not change that.
Last night I reached the magic 1000 on my main, and plunked down for the Sarr Theln. Then went thru all my characters and got the carrier with the discount on all of them without issue. I was careful to check the requirements both before starting the rep project and again on the project itself before dumping in the Q-photos, but in all cases it showed the discount.
I have yet to actually unpack it on any characters so far - probably do that over lunch today. I admit I briefly considered it possible that unpacking might bork something so I purposely left them packed up for now.
I had done the grind for the Plesh Brek last winter, and claimed the frigate on all my other characters when the event started this year without issue. The only one unpacked was the original frigate on my main.
I am on pace to complete the Chel Grett on my Tac New Year's Eve. I expect the discount will still be hosed for my others but we shall see.

Transfer a character over to Tribble to see if the current Tribble patch fixes the Raider problem. I can personally confirm that the Cruiser discount for players that got it in 2012 works on Tribble.
Not everyone has the same issue. Some don't have it at all. Many that got all the ships this year still don't get the discount.
Until an actual Dev gets online and says something we don't know when or how they will fix it. They may not say anything...just post a patch. Next maintenance is normally Thursday..they usually patch then. The Tuesday patches have been due to holiday's.
If we are lucky they will actually put it on gribble for us to test.
