While I like new content, everyone does, I believe its also important to take a look back at older content and see if it can be improved. Every new expansion/season should include an update to old content that the players aren't using either because they are bugged or because they're just not fun.
One way to gauge what changes need to be made to old content is to take a look at what content is being used by the players in overwhelming numbers. The Voth battlezone is a good example of popular content. It is usually full of players, the rewards are good for the amount of time spent and it is fun to do. I like it because you're not forced onto a team, it can be soloed or if you want some company you can team up of just follow someone from check point to check point. No queues, no waiting, and most importantly you don't have to worry about a teammate blowing the optional.
We have other battlezones in the game but they are tedious to do. The Borg BZ in Defera and the Tholian one in Eta Eridana are seldom used. I recommend these be setup similiar to how the Voth BZ is with different objectives for the check points. You can even scavenge some of the content in the STF's to incorporate in the BZ's. In the case of the Romulan & Undine Rep a new BZ would need to be created, again STF content could be scavenged to help build them. Each BZ doesn't have to payout in Dil either, some could payout in fleet marks or crafting items, whatever the playerbase needs. I personally would rather jump into a BZ to earn my marks than queue up for a STF that may or may not fail.
Another seldom used area of the game is the Fleet Actions. I don't how many times I've set in the queue to have it finally pop only to watch as the timer ticked down and not launch because of not enough players. The 20 man requirements are not needed, a team of 5 can get through these easily enough and can be done with a min of 3. The rewards need to be increased and the min number of players needs to be lowered to improve the FA's. Also it wouldn't be a bad idea to make some of them cross factional, such as the Big Dig, where the enemy is common to both factions (Tal Shiar).
