If so much of the playerbase is dependent upon a single, mindless spacebar smash PvE mission (seriously, you barely even have to move around once the groups start flowing in), what does that say about the content and quality of the game?

This is (at least how I feel) Cryptic is attempting to approach player retention. They feel that if they squeeze people hard enough, it will force them into other areas of the game...they areas THEY want to see people in.
Problem is...the game isn't good enough to support this kind of philosophy. Some games are so dang fun and entertaining, you don't mind what you are doing, or what the reward is. STO is not one of those games, so the incessant squeezing of the players has the opposite intended effect, and rather than forcing players into other areas of the game (as the OP advocates) it simply forces the players from the game, and into the waiting arms of other games.

I have to assume you mean you want them to play "other content" in different games. Because that is what additional nerfing would do.

That's quite the paradox, how could you nerf nerf when the nerf is nerfed. But how would the nerf be nerfed when the nerf is nerfed? This allows the nerf not to be nerfed since the nerf is nerfed? But if the nerf isn't nerfed, it could still nerf nerfs. But as soon as the nerf is nerfed, the nerf power is lost. So paradoxally it the nerf nerf lost its nerf, while it's still nerfed, which cannot be because the nerf was unable to nerf.
Yeah go ahead and nerf the only thing going for them right now.
Question should be why are people doing it so much? What are the rewards that players are after? Then add that to the other content if they want people to play it.
As it stands I am not doing queued content. As hard as they made some of it you will only get the optional about 10% of the time with a PUG. Also, they can put all the Very Rare R&D mats in there they want and it isn't going to help. They have made the R&D system so expensive (still too high even after they changed it) and it is still so unpredictable that most have (including myself) have given up getting anywhere on it. So those rewards are pretty moot for most players. Even by putting the Ancient Power Cells only in queued content has turned me off from getting any of the Delta gear. Yes, that is how badly I feel about the queued content right now. Not saying they shouldn't have increased the difficulty, but it is just too much for many casual players and that is what is hurting them the most right now. Nobody likes failing the optional or the whole mission when they do PUGS and right now that is what you are seeing a lot of.

This is an obvious exploit just like tau dewa was. The reason this is acceptable to cryptic weras tau dewa wasnt is simply because this patrol happens to be in the delta quadrant
If you guys think Argala Patrols are an exploit, you should be saddened that it's Cryptic making it the preferred choice that it is now.
Kill XPs are better there than in any mission, queued instance. Where you may get something pathetic like 70xps for killing a 700k hull Recluse in CC Advanced, you get more in Argala.
Where story missions that can take long give about 60% of what Argala rewards.
Queued instances give a mere FRACTION of what Argala rewards for completion.
Mind you, this is all by Cryptic's design:
- Nerfing of Patrols since the Great Tau Dewa Patrols Nerf of 2014
- Nerfing of Kill XPs
- Nerfing of Kill XPs in a group
- Increase of XP requirements to level and gain specialization
- Most recently, Cryptic **INCREASING** the Patrols reward by x2 there.

I understand your intent, but you're addressing the wrong problem.
Your issue is that everyone is in Argala and not doing other content. Instead of taking away the content that people are using, lets approach the argument from a different perspective. Lets try changing the question shall we?
Why are all the players in Argala instead of exploring other in game content?
When you approach it from this perspective, you get a clearer picture. The reason is because players are trying to earn XP to progress in their skill trees and Argala is by far the most rewarding from that perspective. We're not running this mission over and over because it's just SO fun, we're doing it because rewards in other places are inferior.
If you wish to get players back into the Ques (an initiative I fully support) then the answer is to make the Ques more appealing, not to make other content less appealing.
What you want is for the Ques to be a more appealing option. What you're proposing is to try and reduce everything else until the Ques simply become the least annoying of several terrible options. You're thinking like the Dev team, trying to somehow increase variety and enjoyment through punishment. It's a flawed method.
The approach here is to examine seldom used content and determine why players don't like it. Fix that content, and you'll pull people out of Argala in a hurry. The last thing the game needs is further reduction in rewards.

but
DONT!!!!!!!!!!!!!! go and ask for a nerf to the only!! decent XP area of the game and the ONLY! patrol i can run without having to drop ALL! my GPU setting to so low it makes the game look like a SNES game.
